The Purpose of this Firm Fixed Price (FFP) Solicitation is to procure Annual Uninterruptable Power Supply (UPS) Inspections, (1) Major PM inspection and (1) Minor PM inspection to ensure that the equipment is in good working condition to maintain clean power to critical loads in the server room at the FEMA Federal Regional Center (FRC) Thomasville, GA Facility.
SCOPE OF WORK
Annual and Semi-Annual UPS Inspections at FEMA Thomasville FRC
Annual System Checks (Major)
• Thermal scan of all power connections Tighten loose connections.
• Check converter & inverter transfer operation.
• Place critical load on maintenance bypass if applicable Exercise external maintenance bypass breakers, if applicable AC input failure test - battery operation, with customer approval.
• Test and confirm Maintenance Bypass Switch operability.
• Place UPS back in service to support critical load.
*Annual System Checks (MAJOR)-Battery System:
• Measure and record all inter-cell and main terminal cable ohmic values.
• Take apart and clean any connection with ohmic value less than the manufacturer’s recommended value or has a value that decreased by more than 20 % below the baseline value. Retorque any connections that are below the battery manufacturer’s recommended value. Requires DC breaker to be opened or UPS charger to be off (Contingent upon customer approval).
* Includes labor and mobilization. No parts included.
*The services performed are designed to meet or exceed IEEE Standard and Battery Manufacturer's Recommendations.
Semi Annual Checks (Minor)
• Check if ambient temperature and humidity is within the correct operating range.
Clearances
• Verify unit has proper clearance for ventilation and service purposes.
Installation.
• Verify the unit is installed in a stable, level and upright position free of vibration.
Application
• Confirm proper UPS application.
Location
• Evaluate the UPS location and determine if it is in accordance with the manual.
Visual Inspection Check Structure.
• Paint- Evaluate for missing paint, unevenness, peeling, cracks and/or dirt.
• Frame- Evaluate for bends, cracks, rust, dirt, welds, and/or parts alignment
• Covers- Evaluate for bends, dirt, stability, and/or gaps
• Accessories- Check caster positions and all labels are applied Assembly
• Screws are secure- Confirm that all screws are secure
• Broken or alien parts- Check for broken or alien parts
• Connectors and wires condition- Evaluate the condition of the connectors and wires
• Edge guards secure- Confirm that all edge guards are secure
• Fast-on lugs secure- Confirm that fast-on lugs are secure Wires Route
• Clearance- Confirm that the wire route clearances are within spec
• PCB connections- Confirm that the wire route PCB connections are within spec Ratings and settings
• Dip switch setting- Verify proper dip switch settings for PCBs
• Unit’s rating- Verify proper unit and/or battery cabinet ratings with sales order Post Operation Checks
Unit Clean Up
• Remove all excess dust and/or dirt internally or externally
• Customer Service Explanation- Prepare and give final report to customer and explain work performed
• Work Request- Schedule next PM or repair work that may need to be performed
does not include replacement parts.
• Replacement parts & labor are at time & material cost + 15%
Conditions – All personnel are subject to completing a successful background check prior to being allowed to conduct any work on the premises.
