FEMA Region VI: Fuel Service Blanket Purchase Agreement

The purpose of this Blanket Purchase Agreement (BPA) is to procure services for the supply and delivery of petroleum diesel fuel to Region VI Federal Regional Center (FRC) on site generator has the necessary operating petroleum diesel fuel. With sufficient fuel, the generator can produce adequate electrical power to meet electrical load requirements so that mission essential tasks or functions are not interrupted for an extended period.

The tradeoff approach will be utilized for the source selection method for this RFP.

An amendment has been issued to this RFP. Please ensure that you thoroughly review the document that is labeled '2.2.1 70FBR625R00000023 - Amendment 1'.

Period of Performance: This Fuel Service BPA consists of a one-year base period of performance and four option periods.

Request for Proposal Deadlines:

A site visit is scheduled to take place on June 24, 2025, at 10:30 AM CST at the Region VI Federal Regional Center in the Native Nations room located at 800 North Loop 288 Denton, Texas 76209. All site visit attendees must complete and submit a NCIC form to Contracting Officer Representative (COR), Raymond Hixon Jr. (via email at raymond.hixonjr@fema.dhs.gov), and Contracting Officer, Destiny Dyson (via email at destiny.dyson@fema.dhs.gov) no later than 10:30 AM CST on June 23, 2025.

Please read the RFP in totality prior to submitting questions. All questions must be submitted to Contracting Officer, Destiny Dyson (via email at destiny.dyson@fema.dhs.gov) no later than 4:30 PM CST on June 25, 2025, CST.

All proposals must be submitted to Contracting Officer, Destiny Dyson (via email at destiny.dyson@fema.dhs.gov) no later than 11:00 AM CST on June 27, 2025.

Please submit a performance work statement (PWS) tailored to the objectives listed in the solicitation. This information will be used to assess the technical acceptability and overall value to your proposal.

The PWS shall include a proposed Deliverable Schedule that addresses each deliverable identified in the SOO. The schedule should include delivery timeframes, responsible personnel, and any assumptions related to submission or acceptance of deliverables.

Offerors shall provide a detailed price proposal that includes:

Total Proposed Price for the Base Year and each Option Year(s) individually, as well as the Total Aggregate Price for all years combined.

A detailed price breakdown showing:

• Unit price (e.g., per gallon/liter for fuel)

• Delivery fees (if applicable)

• Markups or margins

• Any other applicable charges or surcharges (e.g., hazmat, environmental, emergency delivery)

Prices shall be clearly separated by Base Year and each Option Year.

If pricing is based on a fluctuating index (e.g., OPIS), offerors shall state:

• The proposed markup above the index, and

• The type used (e.g., OPIS ULS Diesel – Dallas).

Offerors are encouraged to include any volume discounts, prompt payment terms, or other pricing incentives.
