Introduction/The Project
The City of University City has been working with Horner & Shifrin, Inc., and state and
federal agencies to develop and implement a flood recovery initiative funded by the Flood

All responses to this RFP must be submitted and received in a sealed envelope, with
Proposers name and RFP Name printed clearly on the outside of the envelope. The
deadline for submitting a proposal is 07/30/2026 at 4 pm CST.

Contact with any City Staff concerning this RFP, other than the specifically designated
points of contact in is prohibited.
"City Staff" shall include, but not be limited to, all City employees and officials, including
elected and appointed officials and merit and non-merit employees. Any Proposer

engaging in such prohibited communication with City Staff shall be designated as non-
responsive by the City.
Any changes or updates to the Request for Proposals will be in the form of an addendum
posted on the City's website along with the original RFP. It is the proposer's responsibility to
monitor the site for any addenda. All addenda must be signed as acknowledged and
accepted. The signed acknowledgement must be submitted with the proposal.
Any questions regarding the RFP shall be submitted by email by 11:00 a.m. CST on July 24,
2026, to allow time for posting of any necessary addenda before the submission deadline.
Questions may be submitted via email at bahlvin@ucitymo.org. The City reserves the right
to request additional or clarifying information from any or all Proposers after the proposals
are opened at the discretion of the Purchasing Manager or designee, and in accordance
with any applicable ordinances. The City reserves the right to discuss and negotiate any
component of a submitted Proposal with any Proposer at the discretion of the Purchasing
Manager and in accordance with any applicable ordinances. Any negotiations or requests
by the City will not be deemed a counteroffer or a rejection of any original Proposal.
The City reserves the right to accept or reject any or all proposals and to waive any
irregularities in the proposals if such waiver does not substantially change the offer or
provide a competitive advantage to any Proposer.
It is highly recommended that all bidders visit the site before submitting their bids.
No proposals submitted by email or facsimile, or any modifications to previously
submitted proposals, made by email or facsimile, shall be considered.
A legally authorized representative of the Proposer shall sign the proposal. All Proposers
must complete and submit Attachment - Authorized Signatures.
City is subject to Chapter 610 of the Revised Statutes of Missouri. The contents of
proposals submitted in the RFP process, with selected exceptions, shall be open records
and be open to inspection after a contract is executed or City rejects all proposals.
Background
The City of University City has secured federal and state funding to purchase flood-
damaged homes as part of a comprehensive effort to address the impacts of recurring
flooding on local residents. Working closely with state and federal agencies, the City has
developed and implemented programs to assist homeowners and tenants affected by
flood events. University City authorized its staff and Horner & Shifrin, Inc. to establish and
administer a flood recovery program, enabling the voluntary acquisition of eligible
properties within the community. In accordance with the flood buyout policy, the City will
procure qualified contractors through a competitive bid process to perform demolition and

site restoration. Horner & Shifrin, as the design firm, is providing professional services to
support all applicable work under the FMA and HMGP, guiding the project from program
administration through design and coordination of subsequent phases.
Scope of Services
The scope of work for this project consists of the demolition of up to fifteen (15) residential
properties acquired through the voluntary flood buyout program in the City of University
City, MO. The project included properties funded under both the FMA and HMGP. The
number of properties to be demolished may vary depending on the completion of property
acquisitions and owner participation. The City will issue a change order should any
properties not proceed with the demolition.

Demolition and disposal of the acquired buyout properties must include the following:
1. Demolition and clearance of entire residential buildings and associated debris.
2. Removal of asbestos-containing materials from select sites, as identified in the
asbestos survey (1057 Wilson Avenue and 1157 Wilson Avenue included, others yet
to be completed).
3. Grading of each site and site restoration in accordance with project specifications.
4. Note that properties must be demolished within 90 days of Notice to Proceed.
Submittal Requirements
The proposer must submit three (3) copies of the proposal and a digital copy of the
proposal that will include in this order:

1. A statement of the consultant's qualifications
2. An outline of relevant experience
3. At least three (3) Professional references
4. Outline of proposed scope
5. Project timeline
6. Price breakdown
7. Proposal Format and Requirements
Proposers should consider this scope of work as a guide to be revised as deemed
necessary. It is desired to identify and define major phases of the work as they relate to
time to complete the project and cost. To compare proposals in an equitable fashion,
proposals should identify the key individuals the Proposer intends to make available for the
project and include a proposed schedule of work and estimated fee. Examples of similar
projects should be included with contact information. The proposal should identify the
expected hours and billing rates for each discipline and level of personnel involved. The
proposal should also list any necessary sub-consultants and their level of involvement in
the project.
Proposals will be reviewed and evaluated based upon various factors, including, but not
limited to, project approach, experience in similar projects, record of accomplishing work
in required time frames, project personnel, references, previous performance with the City
of University City, resources, schedule, and pricing.
CITY INSURANCE REQUIREMENTS
The selected proposer ("Contractor") shall purchase and maintain such insurance required
to protect him from claims which may arise out of or result from the Contractor's
operations under the Contract, whether such operations be by himself or by any
Subcontractor or by anyone directly or indirectly employed by any of them, or by anyone for
whose acts any of them may be liable, for the duration of any contract resulting from this
RFP. Contractor will provide City with Certificates of Insurance for all required coverage
prior to commencement of work under such contract. Contractor shall also provide City
with notice of policy cancellation, termination or modification of any kind within thirty (30)
calendar days of the change.
TERMS & CONDITIONS
All opened proposals become the property of City.
Failure of the Proposer to comply with the requirements of this RFP or evidence of unfair
proposal practices are causes for rejection of the proposal.

The City shall notify all proposers when a selection has been made. Notice will be posted
with the RFP on the City of University City website if the City elects to reject all proposals.
This RFP does not commit City to make an award, nor shall City pay any costs incurred by
Proposers in the preparation and submission of proposals, or costs incurred in making
necessary studies for the preparation of proposals.
Modification or Withdrawal of Proposal
Proposals may be withdrawn any time prior to the scheduled closing time for receipt of
proposals; no proposal may be modified or withdrawn for a period of one- hundred twenty
(120) calendar days thereafter. The City reserves the right to request that the proposer
keep the proposal open beyond the one hundred twenty (120) calendar day period.
Prior to the date and time designated for receipt of proposals, proposals submitted early
shall be withdrawn only by written notice to the City's designated point of contact listed in
the RFP. Such notice MUST be received by City prior to the designated date and time for
receipt of proposals.
Withdrawn proposals may be resubmitted up to the time designated for receipt of
proposals provided that they are then fully in conformance with this RFP and submitted
before the deadline.
No corrections are permitted after the stated proposal due date and time. If a correction is
required prior to the due date and time, the Proposer shall submit an amendment to the
original proposal identifying the section, article, and page number(s) of the change made
by uploading the amendment as a separate attachment.

A dollar value unit cost must be filled in for each item indicated above. Any bid form that does not include a separate
dollar value for each item will be deemed non-responsive and will not be considered. Any proposal that lists "not
required", "$0", or "no bid" in lieu of a dollar value will be deemed non-responsive and will not be considered.
A copy of the bulk sampling surveys conducted by AC Environmental for all properties participating in the buyout
program will be provided to the Contractor upon Notice to Proceed. Note that the survey reports for 1075, 1079,
1131, and 1157 Wilson Avenue are included as an attachment to these Contract Documents.
Bidder acknowledges that final payments will be based on actual quantities determined as provided in the Contract
Documents.
The scope of work for the entire project consists of the demolition of two (2) to fifteen (15) structures.This project is a
voluntary flood buyout project that may include as many as fifteen (15) or as few as two (2) properties depending on
the degree of participation of the owners.

PART ONE - INTRODUCTION AND GENERAL INFORMATION
1. Introduction:
This document includes the technical specifications for the demolition, clearing, grading
and site restoration of various residential structures located in the City of University City.
Demolition of the structures may include asbestos abatement as detailed further in the
scope of work.

3. Background:
a. The City of University City has been approved for federal and state funds to
purchase flood-damaged properties. The City has been working with state and
federal agencies to develop and implement programs designed to help
homeowners and tenants who experienced damage by severe flood events.
c. The City of University City approved and authorized City staff and Horner &
Shifrin, Inc. to establish and administer a flood recovery program, which allowed
for the acquisition of flood-damaged homes located within the City of University
City.
d. In accordance with the flood buyout policy, to complete the program the City
must procure a qualified contractor to demolish the acquired properties. The
procurement of the contractor must be through a competitive bid process.

PART TWO - SCOPE OF SERVICES
1. General Requirements:
1.1 The contractor shall provide demolition, debris removal, and site restoration
services as may be requested by the City of University City in accordance with
the terms and conditions of these technical specifications. Asbestos removal
services will be required as listed in an asbestos survey report that will be
provided to the contractor upon notice to proceed for each structure (Note that
the asbestos survey reports for 1075, 1079, 1131, and 1157 Wilson Avenue are
complete and have been made part of this document.).
1.2 This agreement is not intended to create, and shall not be construed to create, a
relationship of principal and agent, master and servant, employer and employee,
joint venture, partnership, nor any relationship other than that of independent
contractor.
1.3 The contractor shall agree and understand that the contract shall not be
construed as an exclusive arrangement and further agrees that the City of
University City, Missouri may secure identical and/or similar services from other
sources at any time in conjunction with or in replacement of the contractor's
services.
1.4 Except as provided herein, this agreement will not be altered without the mutual
consent of both parties. The City of University City and the Contractor may, by
mutual agreement, agree to changes in the work to be performed by the
Contractor as described in the Agreement documents.
2. Specific Requirements:
2.1 The Contractor will commence and complete all services as defined in these
technical specifications pertaining to the demolition of residential sites located in
University City, Missouri.
2.1.1 It is understood that, except as otherwise specifically stated in the
contract Documents, the Contractor shall provide, pay for and furnish all
equipment, labor, tools, water, light, power, transportation,
superintendence, temporary construction of every nature, and all other
services and facilities of every nature whatsoever necessary to execute,
complete, and deliver the work within the specified time.
