Fee Accounting Services

The Housing Authority of the City of Shreveport (HACS) is soliciting, through this Request for Proposals, qualified individuals or firms to perform fee accounting services for the engagement period of two years, with the right to extend by mutual agreement, the engagement period for three additional one-year periods up to an approximate total not to exceed five years. The services shall consist of providing expert fee accounting services to include but not be limited to, internal control and compliance, preparation and submission of unaudited and audited financial statements, analysis of financial statements, analysis of financial stability and performance, and related appraisal services. The consultant typically shall be requested to prepare draft and final reports documenting their findings and recommendations. HACS has created this Request for Proposal (RFP) to be completed by all interested vendors and will review both technical and cost considerations for each proposal.

The contract and award will be made at HACS’s discretion. If it becomes necessary to revise any part of this RFP or otherwise provide additional information, an addendum will be issued to all prospective proposers who received copies of the original request.

Responses are due November 19, 2025 and must be mailed to HACS’s Administrative Office, 2500 Line Ave, Shreveport, LA 71104.

HACS reserves the right to reject any or all proposals when it deems it to be in the best interest of HACS.
