The South Dakota Department of Social Services (DSS), Division of Medical Services is seeking a qualified vendor to perform a rate study of Federally Qualified Health Centers and Rural Health Clinics. In addition, the vendor will conduct an analysis and provide recommendations regarding reimbursement policies and change in scope of services policies and processes. Policy recommendations may include options for an alternative payment model which uses a value-based payment method that incentivizes high-quality, cost-effective care. The vendor will gather data from providers and other sources, perform research and cost analysis on the current model and alternative models, develop rate models and a fiscal impact for services, facilitate stakeholder engagement including workgroup meetings, and draft a final report.
