Summary

The City’s federal advocacy responsibilities focus on identifying federal priorities, advising on federal matters, and strengthening the City’s strategic positioning to capture emerging opportunities. This includes monitoring and analyzing federal policy changes, executive actions, regulatory developments, and new funding programs to provide early warnings on potential impacts or advantages for the City.

A key duty is developing and annually updating a comprehensive Federal Advocacy Strategy aligned with City Council priorities, including agency‑specific recommendations for FAA, USDOT, USFS, BLM, and others. The role also involves continuously identifying federal funding opportunities and offering strategic and technical support, such as reviewing or drafting applications, coordinating letters of support, collaborating across departments, and debriefing unsuccessful submissions.

Additionally, the City must foster productive relationships with Arizona’s Congressional delegation, federal agencies, and other national partners. This includes coordinating advocacy meetings, representing City interests before Congress and federal agencies, and maintaining consistent communication through regular briefings, frequent updates, and an annual presentation to the City Council.
