Notice of Intent to Sole Source (DRD-25-04-38847-NOISS)
This is a Notice of Intent to Sole Source a firm fixed price Blanket Purchase Agreement award on the basis of other than full and open competition. This notice constitutes the only notice of intent to sole source and synopsis of the proposed action. The anticipated statutory authorities permitting other than full and open competition for the requirement is 41 U.S.C. 1901, as implemented by FAR 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items. The U.S. Army Medical Research Acquisition Activity (USAMRAA) located at 808 Schreider Street, Fort Detrick, MD 21701 in support of the Defense Health Agency (DHA) Medical Affairs, intends to solicit (HT942525A0005) and award a sole source Firm Fixed Price Blanket Purchase Agreement with a Five-Year ordering period to Polymedco Cancer Diagnostic Products LLC. for support to the Fecal Immunochemical Test (FIT) kit mailing program. Under the BPA, the Government will procure approximately 140,000 FIT collection kits annually to screen for colorectal cancer as part of the FIT kit mailing program, a systematic method to providing FIT kits to large numbers of people at the Military Treatment Facilities (MTFs) within the DHA. The kits are returned to Wright Patterson Epidemiology Lab (WPEL) for resulting. This BPA is for the repetitive purchases of FIT collection kits, and the instrumentation, reagents, consumables for processing approximately 70,000 FIT kits annually, and equipment support for the WPELs, Polymedco OC-Auto Sensor Diana Fecal Immunochemical Test (FIT) kit analyzer. The applicable Primary North American Industry Classification System (NAICS) code for this requirement is 334516 – Analytical Laboratory Instrument Manufacturing; with a small business size standard of 1,000 employees. The Product Service Code (PSC) is 6550 – In Vitro Diagnostic Substances, Reagents, Test Kits and Sets.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QOUTATIONS. A SOLICITATION WILL NOT BE POSTED. Interested vendors may identify their interest and capability, vendors must be an authorized distributor of the Polymedco FIT kits and an authorized servicer of the Polymedco OC-Auto Sensor Diana Fecal Immunochemical Test (FIT) kit analyzer and provide proof by submitting an authorized distributor and servicer letter from Polymedco Cancer Diagnostic Products LLC. Responses should appear on company letterhead and includes affirmation of active registration in the System of Award Management (SAM), your qualifications and any other applicable data or information. Your response to this Notice of Intent, shall be electronically submitted to the Contract Specialist, David Daniel, in either Microsoft Word or Portable Document Format (PDF), via email to david.r.daniel27.civ@health.mil no later than (NLT) 11:00 a.m. ET on 10 July 2025 and reference the Notice ID number DRD-25-04-38847-NOISS in the subject line of your e-mail and on all enclosed documents. Telephone calls are not authorized in response to this notice. All responses received by the closing date specified herein will be considered by the Government, any response to this notice must show clear and convincing evidence that the responding company can provide the same services by the required date. However, a determination by the Government to not compete is solely within the discretion of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
