Question: How many people does the Prime Contractor have to have on site? Does the QCM/SSHO have to be separate from the Superintendent? Will two people be required on site during construction or will one person suffice?

Answer: The Superintendent and QCM/SSHO can dual-hat and be the same individual; however, the Performance Work Statement as written requires, at a minimum, the above-mentioned position, laborers, traffic control, etc. The work could not be completed, nor the safety requirements be met with just one individual on site.

The Philadelphia Office of the U.S. Corps of Engineers is solicitating the services of a contractor to provide an application of a double bituminous seal coat for four specified areas of roadway at the Francis E. Walter Dam project located in Carbon and Luzerne Counties in White Haven, PA.
