Best Value and most suitable will be rated higher than Past Performance. The Government will award all items to one responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. Failure to deliver within the established time frames will be considered as Non-Conformance under the contract terms and subject to termination.
