REQUEST FOR QUALIFICATIONS
1. Project Information
1.1 The City of Upper Arlington seeks submissions from qualified firms to provide
Design Professional Services for this project as identified in this Request for
Qualifications (RFQ). This project is to develop a master plan for Fancyburg
Park.
1.2 Site Visit: The public park space may be visited any time during regular
operating hours.
1.3 Project Overview:
The City purchased the land that became Fancyburg Park in 1973 from Ben
Blinn, who lived in the woods that is now Wickliffe Road. The deed of sale
stipulated that the land be used solely as a park and gave the Blinn family
exclusive park naming rights. The matriarch of the family considered Upper
Arlington to be a fancy suburb, so she chose the name Fancyburg Park.
Most of the land had been used for farming, including mums and pumpkins. At
one time it was platted for dozens of homes, with Wickliffe Road running through
the middle of the park, a plan that did not transpire.
A house and outbuilding remain within the park, serving as equipment and
supply storage for the Parks & Recreation Department. The south edge of the
park, along Wickliffe Road, was and remains forested. The volunteer group,
Friends of UA Parks, and City staff have worked to remove invasive species.
Periodically native trees and shrubs are planted to supplement natural
regeneration.
Fancyburg Park hosts the Parks & Recreation Department’s Fall Fest each
October. The park features many amenities including paved multi-use paths, a
Tree Trek self-guided tour, and shelter house. The playground is large and
partially shaded, making it a popular destination for families. Sports facilities
include two ball diamonds, four tennis or pickle-ball courts, shuffleboard courts
and seasonal athletic fields. In 2017, the Upper Arlington Library partnered with
the City to install a children’s Storywalk® which displays an interactive children’s
book along the walking path around the playground.
This project will be for the master planning of a renovation of the east portion of
the park (See Exhibit A). The ball diamonds in the western part of the park were
renovated a few years ago and are anticipated to remain in place. The planning
study shall focus on the remaining area of the park.

2. Scope of Services
2.1 Project Schedule: The Consultant shall prepare and maintain a project schedule
that includes periods for reviews and approvals.
2.2 Community Engagement: The Consultant shall assist City staff with a
community engagement process to seek input on the proposed improvements.
The community engagement process may include meeting with various
interested groups as determined by the Director of Parks & Recreation. The
Consultant should plan on at least one presentation to each City Council and the
Parks & Recreation Advisory Board.
2.3 Program Development: Based on community input, market trends, information
from 2018 Department Comprehensive Plan and other relevant data, the
Consultant shall assist the City with the development of a program of park
improvements. Consultant shall assist in the evaluation of whether existing
amenities should be renovated or removed and which new amenities should be
considered for inclusion in the park. It is anticipated that at a minimum the
program will include the following items:
2.3.1 Replacement of existing playground with a new universally accessible
playground
2.3.2 Replacement of existing three seasons shelter with a year-round shelter
that is designed to accommodate summer day camp.
2.3.3 Park maintenance service yard
2.3.4 Parking
2.4 Survey: The Consultant shall provide all site survey work necessary for the
master planning process
2.5 Master Plan: Master Plan Documents shall be suitable for soliciting public input
as well as potential outside funding for the project. As part of the Master Plan,
the Consultant shall provide
2.5.1 A conceptual site plan and preliminary building plans, sections and
elevations illustrating the Project’s scale and the relationship of the
Project components to one another and the relationship of the Project to
the surrounding area. Master Plan shall provide sufficient detail to guide
future decision making with a phased approach to implementation and
shall provide basic grading information.
2.5.2 Preliminary estimate of Construction Cost.

2.6 Consultant shall provide a man-hour estimate for various tasks noted in the
scope of work, including if authorized items.
2.7 Other items not listed; however, beneficial to the plan development.
3. Submittal Requirements
3.1 Statement of Qualifications will be received by the City until 3:00 PM E.S.T. on
April 5, 2024.

Please be advised that failure to comply with the following criteria will be
grounds for disqualification:
3.1.1 Receipt of submittal by the specified date and time
3.1.2 Adherence to maximum page limits
3.1.3 Prohibition against contact or communication with any elected official,
representative, or employee of the City of Upper Arlington regarding this
solicitation or the type of work contemplated therein, unless otherwise
provided for within subsequent instructions.
Submittals are not returnable and will become the property of the City of
Upper Arlington. Please be advised that once awarded, they become
“public record” and are available to all for inspection and copying, upon
request.
3.2 Statement of Qualifications Format (only the following format will be accepted):
3.2.2 Statement of Qualifications shall be submitted in PDF format.
3.2.3 Consultant shall limit the Statement of Qualifications to no more than ten
(10) total pages, not including the cover, table of contents, sections
dividers or the cover letter.
3.2.4 The proposal shall be accompanied by a one-page cover letter included
within the PDF.
3.2.5 All pages shall be 8-1/2” by 11”, with 1-inch margins (headers and footers
may encroach with the margins).

3.2.6 The minimum font size shall be 10 point, Times New Roman or Arial.
3.3 The City is not liable for any costs associated with the preparation of the
Proposal or any other costs incurred by the Consultant prior to the execution of
the contract. The rejection of any Statement of Qualifications in whole or in part,
at the City’s discretion, will not render the City liable for incurring any costs or
damage.
3.4 Questions: Upon release of this Request for Qualifications (RFQ), all
Respondent communications concerning these shall be submitted on the
IonWave portal. All questions must be submitted by 3:00 P.M. EST. on April 2,
2024. Failure to submit inquiries by the deadline may result in the inquiry not
being answered.
4. Evaluation Criteria
4.1 Project Team (based on training, experience, and availability of the individuals
assigned to the project) (20 points)
4.2 Past Performance (past performance on similar projects based on quality of
work, ability to meet deadlines, previous communication history, and ability to
maintain the project budget) (30 points)
4.3 Understanding of the Project / Project Approach (understanding of scope, site
observations, description of experience with similar projects, expected
challenges) (35 points)
4.4 Quality of the proposal in terms of research, accuracy, graphics, and following
instructions (15 points)
5. Selection Process
5.1 The Consultant ranked highest in the Statement of Qualifications will be
deemed the most-qualified and will be selected to prepare a Technical and Fee
Proposal for the work.
5.2 Selection Timeline: The tentative timeline for the selection of a Consultant is
listed below. This is subject to change as necessary.
