The Department of Human Service’s Office of Mental Health and Substance Abuse Services (OMHSAS) is seeking a non-profit (501(c)(3) registered, Pennsylvania-based organization to manage and implement the Fairweather Lodge (FWL) model across the Commonwealth. The FWL model is a structured, community-based program that supports individuals with serious mental illness in their recovery while fostering independence. The Department’s objective for this FWL project is to establish between two and five new, fully operational Lodges, with clear pathways for up to 18 eligible individuals to access housing and support services.

PART I

GENERAL INFORMATION

I-1. Purpose. This Request for Applications (“RFA”) provides to those interested in submitting applications

for the subject procurement (“Applicants”) sufficient information to enable them to prepare and submit

applications for the Department of Human Services’ (“Department”) consideration on behalf of the

Commonwealth of Pennsylvania (“Commonwealth”) to satisfy a need for Fairweather Lodges services

(“Project”). This RFA contains instructions governing the requested applications, including the

requirements for the information and material to be included; a description of the service to be provided;

requirements that Applicants must meet to be eligible for consideration; general evaluation criteria; and

other requirements specific to this RFA.

I-2. Issuing Office. The Department’s Office of Administration, Bureau of Procurement and Contract

Management (“Issuing Office”) has issued this RFA on behalf of the Commonwealth. The sole point of

contact in the Commonwealth for this RFA shall be Nadine Chinapoo, RA-

PWRFAQUESTIONS@PA.GOV, the Issuing Officer for this RFA. Please refer all inquiries to the

Issuing Officer.

I-3. Overview of Project.

The Fairweather Lodge model is a structured, community-based program that supports individuals with

serious mental illness in their recovery while fostering independence. The Fairweather Lodge model helps

individuals, called members, reintegrate themselves into the community by providing emotional support,

a place to live, and employment. The Commonwealth is advancing a Fairweather Lodge initiative

(“FWL”) to reduce homelessness and facilitate community reintegration for individuals transitioning from

state hospitals, correctional facilities, and long-term care settings.

Since April 2016, the Office of Mental Health and Substance Abuse Services (“OMHSAS”) has partnered

with communities throughout the Commonwealth to establish new Lodges through a statewide FWL.

OMHSAS remains committed to expanding access to permanent supportive housing for eligible citizens

of Pennsylvania through the continued development of new Lodges.

Applicants that operate other programs are not precluded from applying in response to this RFA. However,

the Lodges established through this Project will be owned and operated by community partner

organizations, not the selected Applicant. The selected Applicant shall identify regions with demonstrated

need, recruit and support community partner organizations to establish Fairweather Lodges, and provide

the training and technical assistance needed for sustainable operation after start-up. The selected Applicant

shall, at a minimum:

a. Identify at minimum two communities across two OMHSAS-established regions within the

Commonwealth that demonstrate housing needs as potential areas for FWL locations (see

Appendix I, Map of Regional Mental Health/Substance Abuse Field Offices);

b. Identify and formally engage community partner organizations within the identified regions

that have the interest and capacity to operate a Fairweather Lodge;

c. Work with community partner organizations to establish operational Fairweather Lodges,

including start-up support, implementation guidance, and coordination with OMHSAS as

required; and

d. Provide training and technical assistance to community partner organizations who are

operating Fairweather Lodges, including support in establishing a sustainability plan to

maintain operations beyond the initial start-up phase.
