The City of Manchester, Department of Public Works, Facilities Division is
seeking PROFESSIONAL ENGINEERING AND CONSTRUCTION SERVICES
RELATED TO ENERGY EFFICIENT PROJECTS for future engineering services
on an “on-call”, as–needed basis for City structures. The Facilities Division
is responsible for approximately 88 City of Manchester structures of
estimated 3,000,000 + Sq. /Ft.
For procuring these services the City of Manchester developed a three phase
selection process. This RFQ/E is the first phase (Phase 1) where we are
soliciting confidential proposals to qualify organizations. The team from the
City will review all responses. Based on the quality and qualifications of
each firm the City will select organizations to present their qualifications to
the City, provided the City receives at least that many responses.
During the second phase (Phase 2) the selection committee will narrow
down the successful prospects of Phase 1, to two to three finalists. The City
will begin both a collaborative and competitive process. Through this step
the City will solicit proposals from only those candidates in the group of
finalists. The City will be looking to identify creative and collaborative
approaches to deliver the services identified here.
The final phase (Phase 3) will be the selection of one organization. That
organization will have the opportunity to negotiate a final Agreement with
the City of Manchester. Should those negotiations fail to produce an
agreement, the City reserves the right to negotiate with one of the other
successful organizations of Phase 2.
Phase 1 is purely qualification based. Phase 2 is a proposal and contract
design step. Phase 3 will be an actual contract negotiation and execution
period.
Organizational Experience
Firms considered for selection must demonstrate experience in performing
building mechanical, electrical and structural design services, engineering,
bidding and construction administration. The successful Consultant will
provide a Project Manager, who shall be a familiar with energy programs
and with similar successful project experience and shall personally supervise
the project from beginning to the end. The Project Manager shall be the
person: communicating with the owner's representative, attending and
recording minutes of site meetings, and approving submittals and
requisitions for payment. The Project Manager shall also attend (as
requested) meetings to justify change orders or assist in construction
problem resolution.
The Project Manager shall not be substituted without the City's approval and
an amendment to the contract. Failure to comply with this requirement will
be regarded as a breach between the City and the selected Consultant.
The selected consultant(s) shall be familiar with and comply with all
relevant local, state and federal regulations and funding requirements
including the current AHERA Regulations, Life Safety Code, Handicap
Codes, and Building Codes.
PROJECT APPROACH AND NOTES:
1.) Interested Energy Contractor shall submit a statement of qualifications
that is applicable to the above named project in accordance with the
requirements below:
a. Contractor, Project Managers and Field Superintendents shall
have experience engineering and constructing similar type and
magnitude Municipal energy projects. Minimum of three (3)
other Municipal energy projects in excess of $2 million each
within the past 5 years.
b. Project Managers and Field Superintendents shall have a
minimum of 10 years’ construction experience.
c. Local support is of significant importance to the City of
Manchester, please list all your support staff and list their
proximity to the City of Manchester.
d. Please list experience implementing projects with a customer of
a similar size to the City of Manchester.
e. Please list all New Hampshire Municipalities where you have
provided similar services.
f. Please provide an example of Measurement and Verification
Savings with a guaranteed plan showing the proven energy
savings results over a period of not less than five years.
g. Project bonding limits of at least $20 million dollars is required.
2.) The City reserves the right to extend this prequalification for other
similar projects within the City of Manchester jurisdiction, up to a
maximum of five (5) of prequalification selection.
3.) The City reserves the right to reject incomplete applications. Failure
to submit all information called for may be sufficient for
disqualification.
4.) Questions on this project will only be taken in the form of electronic

5.) The City will review each statement of qualifications based, in part,
upon the criteria in Items 1 through 16 in the Prequalification
Statement below. Engineers/Contractor’s will only be accepted if it is
determined that prequalification is in the best interest of the City of
Manchester.
6.) The focus of this project and scope of services includes but is not
limited to, evaluation of owner selected facilities for efficient use of
energy, auditing energy costs and consumption, architectural building
systems, mechanical and electrical design services, bid assistance,
construction administration assistance, construction all-inclusive
services, supporting role in grant writing for energy projects and
similar activities. The successful firm is expected to perform a
thorough evaluation of selected facilities investigating electro-
mechanical systems, building operations, building envelope and
existing operational programs within these facilities. Firms
considered for selection must have demonstrated experience in
performing energy audits, baseline energy analysis, comparative
database metrics for relative energy utilization, architectural and
engineering design capabilities for implementing energy saving
retrofits. In addition, demonstrated experience incorporating the latest
advancements in energy efficiency and renewable resources will be a
major factor. Direct current and past experience with municipalities is
required. The selected team will be required to work in conjunction
with City Departments and School representatives in order to fully
define a program for improvements.
7.) Firms must demonstrate they are familiar with any rebate programs.
Selected firm is expected to submit project to the rebate authorities for
maximum rebates, track rebates and supply the City with a periodic
update on progress.
8.) Scheduling other phases of the work will be at the discretion of the
City, should there be any additional work. The City of Manchester
may elect to utilize the selected firm for up to five years from contract
execution.
9.) Additional consideration is given to organizations that have
experience in designing, contracting, constructing, retrofitting
buildings, and managing energy for clients in school districts and
municipalities of similar size. In addition, practice incorporating the
latest advancements in energy efficiency and renewable resources will
be a major factor.
10.) The Facilities Division may negotiate with one or more
responsive firms in order to make a tentative selection. Once a
tentative selection has been made, a final scope of services and fee
shall be negotiated with the selected firm in order to enter into a
contract deemed to be in the best interest of the City.
Phase 1 Selection Criteria
All proposals shall be evaluated by the City and selection made based on
demonstrated competence, qualifications and project approach for the
services required. Where applicable to a particular project, factors such as
the following shall be used in tentatively selecting a firm:
(a) Specific experience with similar projects.
(b) Integrity of interactions during various phases.
(c) Background and experience of staff members and managers who
would be assigned to the job.
(d) Availability.
(e) Locality of firm.
(f) Ability to communicate ideas.
(g) Ability to supply all of the major disciplines necessary to
perform the work.
(h) Ability to self-perform all the engineering work
(i) Creativity in solving existing service delivery problems
(j) Accuracy of the firm in estimating time and cost requirements.
(k) Responsiveness to requirements contained in this RFQ/E
(l) Financial capabilities of the firm.
(m) Quality of managers and staff
