REQUEST FOR BIDS
The City of Manchester, New Hampshire, through the Department of Public Works, Facilities Division is inviting
electrical contractors with five (5) plus years of commercial work experience to submit a Bid to the City of Manchester,
Public Works Department, Front Desk Reception, Facilities Division, 475 Valley Street, Manchester, New Hampshire, on
or before Wednesday March 13, 2024 @ 3:00 PM, for the following: for the following projects:
ELECTRICAL SERVICES

Bids received after the date and time stated above will not be accepted. All bids must be submitted in a sealed envelope
and clearly marked in the lower left hand corner “ELECTRICAL SERVICES FY24-210-35” Sealed Bids will be opened
and publicly read aloud after the specified closing time. All interested parties are invited to attend. No bid shall be
withdrawn for a period of sixty (60) days subsequent to the opening of bids without the written consent of the Department
of Public Works. The bid forms must be completely filled out for the various unit cost of work and any forms in the
exhibits.
The project involves provisions of estimating, labor, supervision, travel costs, equipment, materials and other services as
specified in this bid package for commercial electrical services and within the City of Manchester. The City maintains
approximately 70 structures and there is a need for electrical services as needed and as funding allows as set forth in
Section 5 of the bid evaluation criteria.
The City will enter into a written contract for Electrical Services with the ability to extend for up to five years based on
the bid tabulations. Each “to be determined” electrical project will utilize an approach as follows,
1. Detailed estimate by contracted electrical company of work to be accomplished and based on bid values.
2. If approved, the City will issue a purchase order for that specific project based on bid tabulated costs of services.
3. The contractor will proceed with the work based on the estimate.
4. Once completed, inspected and accepted by the City including any cleanup, invoice the City for the work.
5. If project work exceeds 30 days, once a month partial invoicing will be permitted based on work completed.
The contractor and all employees working in Manchester must be licensed electricians. If a contract is awarded, it is
expected and required that all electrical employees working in Manchester will provide copies of electrical licenses to the
City Facilities manager prior to any work.
1. A Bid Bond for $5,000 dollars is required to be submitted with the Bid and only from a Bonding Company
authorized to conduct business in the State of New Hampshire by the State of New Hampshire’s Insurance
Commissioner. Performance and Payment bonds for the project may be required, generally, if a single project
exceeds $150,000. Submit an unqualified letter from the bonding company to the effect that they will provide the
required performance and payment bonds, each in the amount of 100 percent of future electrical projects if greater

than $150,000 and should a future project require payment and performance bonds and should the applicant be
awarded the contract.
2. The contractor will be responsible for the supply and completion of all aspects of the future projects as defined in
this request for bids. The contractor will conduct a thorough review of all of the requested services and must take
responsibility for the entire contract. The electrical contractor must utilize full time employees and whom are
employed by the company submitting the bid and not under subcontract.
3. Provide the City with a one year warranty when each electrical project work is final.

Instructions, Requirements and Supplementary Conditions to Proposers:
All bids must be received, no later than Wednesday, March 13, 2024 @ 3:00 PM at the address listed in the contact
section below. All bids must be submitted in a sealed envelope and clearly marked in the lower left hand corner
“ELECTRICAL SERVICES FY24-210-35”
All bids must be submitted to:
City of Manchester, Department of Public Works, Front Desk Reception, Facilities Division,475 Valley Street,
Manchester NH, 03103, Attention Eric Krueger. Bids received later than 3 PM on the date above will be discarded.
Questions or comments regarding this bid shall be directed in writing only via email to Eric Krueger
ekrueger@manchesternh.gov and received no later than 3 pm on Friday March 08, 2024. All questions and
responses pertaining to this bid and/or any amendments will be posted to the City’s purchasing website at
www.manchesternh.gov/bids by 10:00 AM on Monday 11, 2024. It is the proposer’s responsibility to check the
website prior to the submittal deadline to ensure they have the most up to date information pertaining to this bid
request. In addition, any addendums must be acknowledged in the submitted bid.
The Department of Public Works is not responsible for bids not properly marked or not received as directed
above. It will be the responsibility of the Bidder to see that their bid is received by the Bid Administrator as
specified.
Each bid is received with the understanding that the acceptance in writing by the Bid Administrator, of the Bidder
to furnish any or all of the services described therein or as otherwise negotiated shall constitute a contract between
the Bidder and the City.
Bids may be withdrawn upon written or electronic request received from Bidders prior to the bid due date.
Negligence on the part of the Bidder in preparing the bid confers no right for the withdrawal of the bid after it has
been received.
A contract agreement that is customarily employed by the City will be used and will incorporate the original
solicitation with all terms, conditions and specifications of the bid. A draft copy of the contract agreement is
attached hereto as Exhibit G.
The City of Manchester reserves the right to elect or utilize more than one pre-approved and under contract
electrical contractor if required. (1) to negotiate with one or more prospective bidders at any time, (2) to negotiate
additions to and/or modifications in the nature of this electrical contract at any time prior to entering into a
definitive agreement with the winning bidder or bidders, (3) to terminate at any time further participation in the
investigation, bid and negotiation process by any or all prospective bidders, (4) to modify the bidding, bid, and
negotiation procedures at any time, and (5) to enter into a definitive agreement to provide electrical services
without prior notice to other prospective bidders. The City’s determinations as to with whom it may negotiate or
enter into an agreement to provide electrical services will be based on such factors decided by the City of
Manchester in its sole discretion.
