NOTICE AND INSTRUCTION TO BIDDERS RFB26-26040
FABRICATED STEEL
FOR
MATANUSKA ELECTRIC ASSOCIATION, INC.
MEADOW LAKES AND McRAE SUBSTATION UPGRADES

Matanuska Electric Association, Inc. (MEA) is soliciting bids for fabricated steel, hereinafter
called the "Equipment".
RFB26-26040 and all attachments are available by contacting Procurement at
FormalQuestions@mea.coop. Execution of a confidentiality agreement is required prior to
receiving this RFB.
Bids are required to be submitted through MEA's ShareFile site no later than 4:00 PM Alaska
Standard Time (AKST), Wednesday, April 1, 2026. In order to submit a proposal for this RFB, a
Notice of Intent to Bid is required to be submitted to FormalQuestions@mea.coop by 12pm
(AKST), Friday, March 27, 2026. Upon receiving this notice, a confidential submittal folder will
then be set up in the ShareFile site for uploading your bid.
The Equipment is to be delivered and off-loaded, F.O.B. MEA's Meadow Lakes Laydown Yard,
located at 4429 N. Church Rd. Wasilla, AK 99654 (at N.E. corner of N. Church Rd. & W.
Shampine Ln.), not later than March 31, 2027. Liquidated damages for delinquent delivery are
set at $2,500 per week up to 15% of the contract value. MEA reserves the right to require a
Performance Bond to guarantee the delivery schedule.
Bidders shall specify in their response to this RFB in writing whether exceptions are taken to any
of the terms and conditions of the attached Equipment Contract. Exceptions taken at a later date
may result in bid rejection.
Bidders shall complete the Bid Form and Evaluation and the Bidder's Qualification Form for bid
evaluation. MEA will evaluate Equipment costs based on the information provided in these two
forms.
Facsimile (Fax) transmittal of bids is NOT acceptable.
Bids are to be valid for 45 days from the bid due date.
Questions related to this RFB are due no later than, 4:00 PM, AKST, Tuesday, March 17, 2026.
Questions shall be submitted electronically (email) to FormalQuestions@mea.coop. Bidders are
prohibited from contacting any employee, board member, agent, or other associate of MEA
regarding this request except as permitted in this section. Responses to questions will be
provided by 5:00 PM, AKST, Tuesday, March 24, 2026 through an addendum distributed to all
Bidders that requested the RFB on or before 4:00 PM, AKST, Tuesday, March 24, 2026.
MEA reserves the right to define and waive irregularities, to accept or reject any or all bids, in
whole or part, and to reissue, withdraw or cancel the project in its entirety for any reason,
including to perform the work in house, without liability of any type to bidder, including but not
limited to any costs associated with bid preparation and submittal.
