Introduction/Purpose



In accordance with Section 3.2.1.3.11.1 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), the purpose of this announcement is to inform industry of the FAA's intent to compete the requirement for the modernization of the FAA-owned National Airport Pavement Test Vehicle (NAPTV). This initiative, managed by the Airport Technology Research and Development Branch (ANG-E26), seeks to upgrade the hydraulic, electrical, and control systems to support wheel loads up to 90,000 pounds, from the current capacity of 75,000 pounds.

The acquisition strategy for this procurement has not been finalized. The results of this market survey will be used as a determining factor in assessing industry capability, the availability of potential sources, and the appropriate acquisition or assistance strategy.



Standard Language




  1. This is not a Screening Information Request or Request for Proposals of any kind;

  2. The FAA is not seeking or accepting unsolicited proposals;

  3. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and

  4. Any costs associated with the market survey submittals are solely at the interested vendor’s expense.

  5. Vendors will not be notified of the results of this survey or results of information submitted;

  6. The responses to this market survey will be used for informational purposes only and will not be released, except as required under the Freedom of Information Act (FOIA) or any other applicable law or regulation. Proprietary information will be protected only if marked as such. Therefore, any confidential or proprietary information submitted in response to this announcement must be explicitly and conspicuously marked by the vendor. Such appropriately marked information will not be disclosed outside of the acquisition team; and,

  7. If the FAA decides to conduct an open competition, it may limit the competition to only those vendors who responded to this market survey. However, not responding to this announcement does not preclude participation in any future Screening Information Request or Request for Proposal if any is issued

  8. This announcement is not intended to guarantee procurement of a service, and will not be construed as a commitment by the Government to enter into a contract or agreement. Thus, this notice does not commit the FAA or the U.S. Government to contract for any supply or service.

  9. Exclusive responsibility for source selection decision remains with the FAA.



Submittal Requirements for Market Survey



Interested organizations should submit a response, not to exceed 2 pages in length, that contains the following information:



Summary of their capabilities in meeting the FAA’s requirement as described in the attached Draft Statement of Work. Please include the following: (i) capabilities statement, (ii) corporate experience in providing same or similar work within the last 5 years, (iii) feedback/comments recommendations on the DRAFT Statement of Work, and (iv) any additional information to assist the FAA in finalizing its acquisition strategy, and (v) List any existing Government contract vehicles for consideration.
