1. QUOTE SUBMISSION: Quotes must be submitted no later than Monday, 23 December 2024 at 2:00 PM Arizona Local Time. Submitted quotes must be valid for at 30 days from quote due date.

2. DESCRIPTION OF PRODUCT:

This is a Firm Fixed Price requirement with FOB Destination for the below items:

CLIN 0001 – Provide catered meal service to 250 personnel at the Silver Flag site at Tyndal AFB, FL.

See attached Performance Work Statement for full details of requirement.

3. BASIS FOR AWARD: Order award will be issued to the vendor who provides the best value to the Government.

4. BEST VALUE DETERMINATION: The lowest priced, technically acceptable offer will be deemed as the best value to the Government. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that is contained in the solicited item description. If the lowest priced submission does not meet the technical criteria described in the solicited item description, the Government reserves the right to evaluate the next lowest priced submissions until it has determined a technically acceptable submission. Award will be made to the vendor whose quote is the lowest evaluated price among technically acceptable quotes.

5. SOLICITATION QUESTIONS / QUOTE SUBMISSION: All questions in response to this solicitation must be submitted in writing to the Contracting Officer, MSgt Erik Johnson at erik.johnson.13@us.af.mil and SSgt Marshall Chaplinski at marshall.chaplinski@us.af.mil. The anticipated acquisition schedule is as follows:

1. Questions: Thursday, 19 December 2024 at 2:00 PM Arizona Local Time


2. Answers: Friday, 20 December 2024 at 10:00 PM Arizona Local Time


3. Quotes Due: Monday, 23 December 2024 at 2:00 PM Arizona Local Time

6. ATTACHMENTS: Provisions and Clauses applicable to this acquisition are attached to this RFQ as well as the applicable Wage Determination (2015-4559 Rev 26 dated 22 July 2024), and the Performance Work Statement.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Part 13.105, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2025-01 effective 12 November 2024, Defense Procurement Notice 20241125, and Department of the Air Force Acquisition Circular effective 16 October 2024. This procurement is being issued as a small business set-aside. The North American Industry Classification System Code is 722310 with a size standard of $47M. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.
