The government will evaluate the work plan to assess the contractors project management skill and ability to reduce risks to cost, schedule, and quality. The government will assign a adjunctive rating to support a comparative analysis leading to the award decision.
Past Performance Evaluation Factor
The government will query past performance information systems including the System for Award Management (SAM) and Contractor Past Performance Assessment Reporting System (CPARS) to assess the business risks associated with the contracts ability to perform under government contract. This will be independent of the government¿s responsibility determination. The government will assign a adjunctive rating to support a comparative analysis leading to the award decision.

Price Evaluation Factor
The government will perform a price analysis against Part II comparing evaluated pricing against the governments independent government estimates, market research data, and historical prices on project awarded by the government.
