F35 Panel Racks

This RFQ constitutes the official solicitation for the F-35 Panel Racks at NAS JRB Fort Worth, Texas. This requirement is being solicited as a 100% Small Business Set-Aside IAW FAR 6.203.

This requirement will encompass the purchase and delivery of six (6) F-35 Panel Racks in accordance with the provided drawings and specifications. The United States Air Force (USAF) requires F-35 cowling racks that can carry a variety of aircraft panels weighing up to 1,500 pounds (lbs) when full. The frame must be powder-coated in a yellow color. Racks must be carpeted to allow parts to easily slide in and out. The frame must be on large caster wheels with 360* turning radius with brakes and locking functions. The location the stands are needed is NAS JRB Fort Worth, Texas (FOB Destination).

The North American Industrial Classification System (NAICS) code for this project is 336413 - Other Aircraft Parts & Auxiliary Equipment Manufacturing with an SBA size standard of 1250 Employees.

Contract Type: Single Award, Firm Fixed Price (Lump Sum Payment)

Best Value Source Selection Approach: Lowest Price Technically Acceptable (LPTA)

Notice to Offerors: The solicitation is only issued at www.sam.gov. No paper copies of the solicitation, specifications, plans, or bidders mailing list will be issued from this office. Telephone requests will not be accepted. All inquiries shall be via email only. Prospective contractors must register on the SAM.Gov site in order to receive notification of changes to the solicitation. Prospective contractors must be registered in the System for Award Management (SAM) in order to be eligible for award.

Questions/Clarifications: Any and all questions as it pertains to this requirement must be submitted to the 301st Contracting Office on the attached RFI-RFC Form to emily.crotta@us.af.mil no later than 10 March 2025 by 12:00 PM CST. The Government responses to all RFI-RFC Form questions will be posted promptly for all to see.

Quote Submission Guidelines: All quotes must be submitted on company letterhead and include your business CAGE and DUNS/UEI number. Quotes must include any anticipated lead times required to deliver the full order. Quotes must include warranty information for the racks.

Contractors must have either SAM account updated with FAR 52.204-26, Covered Telecommunications Equipment or Services Representation; date Oct 2020 or later. If your SAM account is not updated, then the National Defense Authorization Act Section 889 Form must be completed with your RFQ submission.

Funding Status: This requirement is currently UNFUNDED.

EVALUATION: Award will be conducted and evaluated under provisions of FAR Part 12, Commercial Items. The lowest price quote will be reviewed for technical acceptability first. If found technically acceptable, no further reviews will be conducted. If not found acceptable, the next lowest priced submittal shall be evaluated.
