Solicitation Summary
The Massachusetts Bay Transportation Authority (“MBTA” or “Authority”) invites proposals from
qualified and experienced manufacturers or suppliers for the dual procurement of new Tier IV DieselElectric and Battery/Catenary passenger locomotives.
The MBTA is coordinating with the Maryland Transit Administration, a modal administration of the
Maryland Department of Transportation, on behalf of its MTA Train Service mode (collectively, “the
Consortium” and individually each a “Consortium Member” or “CM”) for the purchase of locomotives
under a coordinated, multi-agency procurement framework.
