Subject: Notice of Intent to Award a Sole Source Purchase Order to Systech Water Resources Inc.
The Bureau of Reclamation, Mid-Pacific Region, intends to issue a sole source award to Systech Water Resources Inc. for specialized environmental technical support services related to the Watershed Analysis Risk Management Framework (WARMF) model. This action is being taken in accordance with FAR 13.106 1(b)(1), which permits soliciting from a single source when only one responsible source is reasonably available and no other supplies or services will satisfy agency requirements.
Requirement Description
Reclamation requires 80 hours of technical support services to provide real time analytical and modeling assistance for managers and stakeholders using the WARMF watershed model. These services support operational decision making related to flow and salinity monitoring within the watershed. Work will include, but is not limited to:
Updating model inputs based on real time data
Preparing and releasing model updates
Assisting Reclamation staff with interpretation of model outputs
Providing training and technical guidance on use of WARMF tools and results
Systech Water Resources Inc. is the original developer and long standing technical authority for the WARMF model. Their proprietary expertise, model specific knowledge, and access to the underlying framework make them the only known vendor capable of supporting the required forecasting, calibration, and real time operational modeling functions needed for Reclamation's program mission.
