In accordance with FAR 13.106-1(b)(1)(i), The Bureau of Reclamation, Columbia-Pacific Northwest Region, intends to award on a sole source basis with the Washington Department of Fish and Wildlife due the urgency of this requirement. The period of performance will be one year from the date of award. A single source justification will be posted with the solicitation.

This requirement is to establish safe fish passage conditions for upstream and downstream moving of adult bull trout in tributaries flowing into Reclamation reservoirs during the spawning migration period, August through November. This requirement will be awarded in accordance with FAR Part 12 & FAR Subpart 13 procedures. Interested persons believing they can provide these supplies or services above must provide written notification or capability statement to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. All responses must be received no later than 5:00 pm EDT, August 26, 2025.
