Place of Performance:
A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.501(a). Provincetown Center for Coastal Studies is the only known business that can provide services to advance satellite tag technology for large whales. This requirement includes deployment of tags on large whales from a vessel in the Gulf of Maine, a follow-up study to evaluate the potential health impacts of the new tag design, development and execution of a training program on “best practices” for qualified individuals on the techniques and best practices for satellite tag deployment. Training will include a land-based component in which trainees have an opportunity to develop expertise on proper tag handling and deployment as well as a boat-based component in which trainees will shadow experts in actual tag deployments who possess the federal authorization and associated permits required under the Marine Mammal Protection Act and are situated in a manner to conduct field expeditions throughout the season when the target species are moving through the area. The Government intends to award a one-year contract for a base period beginning September 30, 2025 and expiring on September 29, 2026.
This procurement is being conducted under Simplified Acquisition Procedures pursuant to FAR 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services, only one source is reasonably available. The North American Industry Classification System (NAICS) code for this item is 813312.
Interested parties may submit their interest and capabilities no later than September 4, 2025 at 2:30 pm Pacific Time.
