External Auditor

Education Service Center, Region 2 is soliciting request for qualifications from professional firms (“Respondents”) for the selection of External Auditor Services at the ESC2 building, in accordance with the terms, conditions, and requirements set forth in the Request for Qualifications (“RFQ”).
Purpose and Background

The Education Service Center Region 2 (ESC2) is soliciting proposals from qualified certified public accounting firms (hereinafter “Firm”) to perform our annual audit, issue opinions on the related financial statements and provide other auditing services as described within this Request for Qualifications for fiscal years ending September 1, 2025 through August 31, 2026, with the ESC2 retaining the exclusive option to extend the agreement resulting from this solicitation for four additional one-year periods. The external audit will include evaluating the appropriateness of accounting policies used and the reasonableness of significant accounting estimates made by management, as well as evaluating the overall presentation of the financial statements. The external audit will also include tests of ESC2 compliance with certain provisions of laws, regulations, contracts, and grant management.

“External Audit Services”, as used herein, shall refer to all those services outlined in Section II:

This RFQ represents a competitive process, which is designed to facilitate an open and fair opportunity for qualified firms to offer their services for consideration. This competitive RFQ process will provide the ESC2 with the flexibility to select the Firm whose proposal is deemed most advantageous for the ESC2 and to negotiate with such Firm to arrive at a mutually agreeable contract. The purpose of this RFQ is to establish parameters within which the Firm is to provide Audit Services. The ESC2 reserves the right to accept or reject any and all Proposals and to re-solicit for proposals, as it shall deem to be in the ESC2’s best interests. Receipt and consideration of any Proposal(s) shall, under no circumstance, obligate the ESC2 to accept any proposal(s). If an award of contract is made, it shall be made to the responsible Firm whose Proposal is determined to be the best evaluated offer taking into consideration the relative importance of the evaluation factors set forth in the RFQ.
