Bid Proposals must be submitted in a sealed envelope, plainly marked on the outside with the name and address of the Bidder and the words:

Bid Proposals shall be addressed to City of Waukegan, 100 N Martin Luther King Jr. Ave, Waukegan Illinois 60085 and must be received before 9:30 am on April 4 ^th , 2025.

Each Bid Proposal must be accompanied by a completed, notarized application form and submitted on the enclosed proposal form.
