Project Description:
St. Louis County (County) is seeking proposals for the development, implementation, and evaluation of an effectiveness study for the Department of Human Services. Specifically, County is seeking professional services to provide a comprehensive analysis of operational and program service delivery quality, and to develop a strategic plan utilizing the results/findings of the evaluation to inform the direction and development of the strategic plan of the course of five (5) years or until a new plan is adopted. The service provider will report and present the findings, recommendations, and other deliverables to the Director of the Department of Human Services.
