Request for Proposals (RFP) No. SFMTA-2024-81- LOC: Embarcadero Connectivity Plan

The San Francisco Municipal Transportation Agency (SFMTA) is requesting proposals from qualified consulting firms to assist in the development of a comprehensive transportation plan for the Embarcadero neighborhood and surrounding areas. The Embarcadero Connectivity Plan will support the development of alternative concepts for both the Embarcadero corridor and critical elements of the transportation system in adjacent neighborhoods to ensure resiliency and connectivity for all major transportation modes and associated infrastructure. The Plan will also aim to align resilience, mobility, and economic recovery work in the Financial District and adjacent neighborhoods. This is a multi-vendor Solicitation.

The selected Consultant will assist with the synthesis of existing conditions, public outreach, technical analysis, alternatives development, and the production of an implementation framework and final plan.

The SFMTA may award a contract to the Proposer that meets the Minimum Qualifications (see RFP Section III) and whose Proposal receives the highest-ranking score. Proposers must provide documentation that clearly demonstrate that each Minimum Qualification and each Small Business Enterprise (SBE) participation requirement (See RFP Section IX.R) has been met. Any Proposal that does not meet the Minimum Qualifications and SBE requirements will be deemed non-responsive.

The SFMTA encourages Proposers to attend a virtual Pre-Proposal Conference via Microsoft Teams on November 14, 2024, at 10:00 AM PT. Proposers may register for the Pre-Proposal Conference and submit questions following the instructions included in RFP Section VI.A. The SFMTA will address Proposers’ questions and will provide any new or additional information concerning the RFP or selection process at the Pre-Proposal Conference.
