Expanded Bandwidth Internet

This is a notification of an award of a sole source procurement under NAICS code 517111: Wired Telecommunications Carriers: This industry comprises establishments primarily engaged in operating, maintaining, and/or providing access to transmission facilities and infrastructure that they own and/or lease for the transmission of voice, data, text, sound, and video using wired telecommunications networks. Transmission facilities may be based on a single technology or a combination of technologies. Establishments in this industry use the wired telecommunications network facilities that they operate to provide a variety of services, such as wired telephony services, including VoIP services; wired (cable) audio and video programming distribution; and wired broadband Internet services. By exception, establishments providing satellite television distribution services using facilities and infrastructure that they operate are included in this industry. This will be awarded to Wecom, LLC for Upgraded Bandwidth Internet Services at the Peach Springs Health Center for a period of one (1) year for 18 March 2025 through 17 March 2026.

This will be for Indian Health Services at the Peach Springs Health Center for one (1) year IAW the authority of FAR 6.302 (a)(2) Urgent and Compelling. Theses service are urgent and compelling for the health center to remain open and function. These services afford connections for the entire facility to have dedicated line/connection for internet services. Will enable telehealth, radiology, electronic dental services to patients. Without these services the satellite sites have major lag times for the transmission of images which render the ability for ancillary services. Failure to have this expanded bandwidth internet would result in a lack of continuous support for patient treatment and clinic management at the Peach Springs Health Center. This could endanger patients and cause delays in care for patients or even result in death.

If you can provide the services requested, all responsible sources may submit a capability statement, which shall be considered by the Agency and may be e-mailed to Michele.Lodge@ihs.gov referencing notice number PHX-SS-25-013 by 10AM, 17 April 2025. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.

Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response.
