Contract Opportunity

1. The purpose of this announcement is to notify potential offerors that the Space Systems Command (SSC) Program Executive Office (PEO) for Military Communications & Position, Navigation, and Timing (MCPNT) is intending to post a Request for Proposal FA8807-24-R-B004 for the Evolved Strategic Satellite Communications (ESS) Space Vehicle Development and Production to the ESS Bidders Library on or after 22 April 2024. This action is expected to result in a predominately Cost-Plus Incentive Fee (CPIF) and Cost-Plus Award Fee (CPAF) contract and will be solicited as a Full and Open competition. This courtesy Notice of Contract Action shall not be construed as an obligation on the part of the Government and does not commit the Government to making an award. This is NOT a request for statements of capability, proposals, applications, proposal abstracts, or quotations. Apart from registering for access to the Bidders’ Library and classified material, any information submitted in response to this notice will not be reviewed. The release of the Request for Proposal/Solicitation will have a 60-day period for receipt of offers.

2. REGISTRATION FOR ACCESS TO BIDDERS’ LIBRARY:

Vendors that are interested in competing for this effort, to include receipt of solicitation documents, must e-mail the following information to the points of contact (POCs) listed at the end of this notice to obtain access to the Bidders' Library:

NOTE: Vendors who have previously registered and can still access the Bidders’ Library ARE NOT required to re-register.

3. REGISTRATION FOR RECEIPT OF CLASSIFIED REQUIREMENTS:

In addition to registering for the Bidder’s Library, vendors must email the following information to the POCs listed at the end of this notice to facilitate a Facility Clearance check in order to be provided with the classified requirements for the solicitation.

4. Vendors must also provide a POC for their organization who will receive the classified information via email on the Joint Worldwide Intelligence Communications System (JWICS). This email will be sent in conjunction with the release of the solicitation via the System for Award Management (SAM), the timing of which is yet to be determined. Up to 3 POCs may be submitted. The following information for each POC is requested via an email to the POCs listed at the end of this notice:

5. Vendors must submit a visit authorization request (VAR) for their POC(s) to validate access to Top Secret Sensitive Compartmented Information (SCI) to include SI/TK. Submit the VAR(s) via the Defense Information Security System (DISS) to Subject Management Office (SMO) code SSC/CG with the following information:
