This is a Notice of Intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.
The National Institutes of Health (NIH), Clinical Center (CC), Department of Laboratory Medicine (DLM) intends to award a firm-fixed priced purchase order to EVIDENT SCIENTIFIC, Inc., Waltham MA, 02453 on a sole source basis to procure the Olympus SLIDEVIEW VS200 Digital Scanner +Autoloader with trade-in of the current VS120 Scanner within the Clinical Center. This equipment is a high-resolution whole slide imaging system capable of brightfield, fluorescence, and darkfield imaging. It is essential for the Department's mission of supporting patient care and research protocols through state-of-the-art laboratory testing. The Olympus VS200 system will significantly enhance digital pathology capabilities, enabling high throughput slide scanning and precise image acquisition that supports both clinical diagnostics and research studies.
Evident Scientific, Inc. is the sole authorized provider of the Olympus VS200 system and the only vendor that can facilitate the trade-in of the existing Olympus VS120 scanner as part of the acquisition. Due to the proprietary nature of the equipment and software, as well as the requirement for integration with current Olympus lab infrastructure, no other sources are capable of meeting the Government’s technical and performance requirements without substantial duplication of cost and unacceptable delays. The equipment list including quantities are attached to this notice and titled: Attachment 1 - List of Equipment.
The North American Industry Classification System (NAICS) for this procurement 334516.
This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.
