Responses shall be submitted via the Supplier Portal at https://supplier.thecha.org no later
than Wednesday, March 20, 2024 by 1:00 PM, Central.
The Proposer shall be responsible for electronic submission by the due date and
time. Late proposals will not be accepted.
An in person pre-proposal conference is scheduled for Thursday, February 29, 2024, at
11:00 a.m. Central to discuss the scope of services and the CHA diversity and inclusion
requirements. The meeting address is 60 E. Van Buren Conference Rooms 736A-C.
Attendees who cannot make the in person meeting, may use the following link to access:
https://msteams.link/R8M2. Firms anticipating submitting a proposal are encouraged to
attend the teleconference. CHA encourages all interested firms to attend the Pre-
Proposal Conference.
The Letter of Intent to Submit a Proposal, Attachment B, is due Tuesday, March 12th,
2024, at 11:00 a.m. Central. The Letter of Intent to Submit a Proposal, Attachment B must
be submitted via the Supplier Portal at https://supplier.thecha.org.
If you do not intend to submit a proposal in response to this RFP, please submit via the
Supplier Portal at https://supplier.thecha.org, a brief explanation in order to continue to
receive future bid/RFP notices.
Questions regarding clarification or verification of these specifications and CHA diversity
and inclusion requirements must be submitted via the Supplier Portal at
https://supplier.thecha.org. no later than Wednesday, March 6th, 2024 by 11:00 AM,
Central.
Electronic Submission: CHA requires Respondents to submit an electronic proposal for
the above-described Event. Respondent shall upload all documents via the CHA Supplier
Portal at: https://supplier.thecha.org. Electronic proposal submission requires only one
(1) copy. Each submittal section of the electronic proposal shall be labeled and separated
into a different file as described in “ARTICLE V Submittal Requirements.”
Note: There is no maximum file capacity size when uploading attachments in the Supplier
Portal. If you receive an error message that states the “Maximum size is: 50” while
uploading an attachment in the Supplier Portal, that error message is referring to the file
naming size. The name of your file cannot be more that 50 characters. For questions or

ARTICLE I
INTRODUCTION
CHA is the third largest public housing authority in the nation and the largest single owner of rental
housing in Chicago. Through its public housing and voucher programs, CHA serves 132,000
people in almost 63,000 households across all 77 of Chicago’s community areas. CHA’s mission
is to create and sustain strong communities where seniors thrive and everyone can unlock their
economic power, ensuring that every neighborhood in Chicago has quality affordable housing
and everyone feels welcome.

ARTICLE II
INTENT AND PURPOSE
The CHA seeks to contract with an Alternative Retail Electric Supplier (ARES) to provide reliable
electricity supply as described in this RFP and in accordance with federal and state regulations.
CHA anticipates it will award a retail electricity sales contract for a base period of two (2) years,
and reserves the right to extend the contract, at its sole discretion, for up to three (3) additional
one-year option periods. The contract term will begin with the December 2024 meter reads.
CHA has a goal to reduce greenhouse gas emissions 50% from 2022 levels by 2033 and is
interested in contracting with suppliers who can support these efforts through a coal-free
commitment, optional renewable energy certificate (REC) purchases, and partnerships with
renewable developers after the base term.
No award may be made to a Respondent that is on the list of contractors not eligible to receive
awards from the CHA or the United States government, as furnished from time to time by HUD.
Notwithstanding anything contained herein, CHA reserves the right to make an award based on
any other relevant considerations and in the best interest of the CHA, including awarding to one
or more suppliers
ARTICLE III
STATEMENT OF WORK/SCOPE OF SERVICES
The CHA seeks proposals to provide reliable electricity supply and maximized savings for the
CHA’s accounts as listed in Attachment F. CHA will consider proposals from Proposers that
have proven experience in supplying electricity in the ComEd service territory for end-use
customers and who have the capabilities to service organizations comparable in size and
complexity to the CHA. Proposers must be eligible to do business in Illinois and be certified by
the Illinois Commerce Commission as an ARES.
Respondents are invited to submit proposals to supply power and perform the stated scope of
services. Price proposals must include executable prices based on afternoon market conditions
on the business day prior to the RFP due date. CHA will request refreshed quotes between the
RFP due date and final selection. CHA reserves the right to request refreshed price quotes
multiple times, reject any or all proposals, to negotiate with any or all Respondents, and to
award a contract whose proposal is most advantageous to the CHA. CHA reserves the right not
to award a contract if making an award is not deemed to be in the CHA’s best interest.

Supplier shall provide for the delivery of energy and ancillary services up to the delivery point for
each account designated in Attachment F (List of Accounts). Proposers shall, at a minimum,
provide the following scope of services:
A. Quantity
a. Provide for the full requirements of the accounts and service addresses listed in
Attachment F, currently approximately 50,390 MWh annually from 208 accounts.
b. CHA shall retain the ability to add new accounts, remove accounts, and reduce
consumption throughout the term of the contract. CHA makes no warranty or
guarantee as to its actual future electric usage and consumption is subject to
change.
B. Contract Structure
a. Provide a retail agreement for the base term and option years as requested. The
retail agreement must be consistent with the requirements of this RFP.
b. Provide a seamless transition from the CHA’s current electricity supplier and
cooperate in planning a transition to a new supplier, if necessary, upon contract
expiration.
c. Provide option to add new accounts and remove accounts upon contract renewal
without penalty.
d. After the base term, provide option for partnering with renewable developers
while continuing to serve CHA supply (e.g. through sleeving PPA(s) or serving as
the balancing and scheduling agent).
C. Term
a. Provide service starting with the December 2024 meter read dates for each
account in Attachment F for an initial term of two years, ending with the
December 2026 meter read dates.
b. CHA reserves the right to extend the contract, at its sole discretion, for up to
three (3) additional one-year option periods.
D. Price and Economics
a. Provide pricing for a load following block and index product for 12 and 24-month
periods at 50% fixed energy with fixed retail adder. Include ancillaries, ARR
credits, TLC, balancing/congestion, PJM admin charges and margin. Pass
through costs for capacity, transmission and transmission enhancement charges,
taxes, and losses.
b. Provide pricing for an all-in fixed price product for 12 and 24-month periods.
Pass through costs for capacity, transmission and transmission enhancement
charges, and taxes.
c. Pass-through charges shall be passed through a tariffed cost without markup.
E. Billing
a. Provide option for ACH payment.
b. Provide option for separate billing groups.
c. Provide monthly usage and billing report by account for all accounts in
spreadsheet format (or equivalent report available through online portal).
d. Provide supplier-consolidated billing.
e. Charges are to be billed with full transparency including cost inputs and
calculations.
