An in-person pre-proposal conference is scheduled for Tuesday, March 10, 2026,
at 11:00 a.m. CST to discuss the scope of services and the CHA contract
requirements. The meeting address is 60 E. Van Buren Conference Rooms 736 B-C.
In order to participate onsite, you will need to RSVP by Thursday, March 5, 2026 at
3:00 PM, CST with Gary Bell, Sr. Procurement Specialist via email at
GBell@thecha.org. Please submit your Company Name, Your Name and email

The Letter of Intent to Submit a Proposal, Attachment A, is due Thursday, March 12,
2026, at 11:00 a.m. CST. The Letter of Intent to Submit a Proposal, Attachment A
must be submitted via the Supplier Portal at https://supplier.thecha.org.
If you do not intend to submit a proposal in response to this RFQ, please submit via
the Supplier Portal at https://supplier.thecha.org, a brief explanation in order to
continue to receive future bid/RFQ notices. Questions regarding clarification or
verification of these specifications and CHA contract requirements must be submitted
via the Supplier Portal at https://supplier.thecha.org. no later than Tuesday, March
17, 2026 by 10:00 AM, CT.
Electronic Submission: CHA requires Respondents to submit an electronic proposal
for the above-described Event. Respondent shall upload all documents via the CHA
Supplier Portal at: https://supplier.thecha.org. Electronic proposal submission
requires only one (1) copy. Each submittal section of the electronic proposal shall be
labeled and separated into a different file as described in "ARTICLE V Submittal
Requirements."

ARTICLE I INTRODUCTION
CHA is the third largest public housing authority in the nation and the largest single owner of rental
housing in Chicago. Through its public housing and voucher programs, CHA serves 135,000

ARTICLE II INTENT AND PURPOSE
The purpose of this Request for Qualifications ("RFQ") is to solicit qualifications from Professional
Design Firms and Professional Cost Estimating Consultants to assist the CHA on projects. CHA
has identified a multi-year capital improvement program which includes projects at all its various
properties, including family housing, senior housing, scattered site housing and specialty, non-
housing. Respondents are requested to submit qualifications for one or more of the Categories of
Service as identified below:
1. Architectural Design: Licensed architect, serving as prime consultant, with sub-
consultants as required.
2. Civil Engineering, Landscape Design: Licensed civil engineer / licensed landscape
architect, serving as prime consultant.
3. Structural Engineering: Licensed structural engineer, serving as prime consultant.
4. Mechanical, Electrical, Plumbing, Fire Protection, Information Technology Engineering,
Communications (Audio, Audio Visual, low voltage): Licensed Professional Engineer,
serving as prime consultant.
5. Facility Needs Assessment: Licensed Professional perform assessments as prime
consultant
6. Vertical Transportation Consultant: Licensed Professional serving as prime consultant.
7. Sustainability Consultant: Licensed Professional serving as a prime consultant.
8. Cost Estimating Professional(s) serving as a prime consultant.
A respondent can submit for their primary service only or submit with subcontractors they believe
they may need for future assignments. The services covered under this contract primarily consist
of asset upgrades and maintenance. Other projects may also include, but are not limited to, unit
renovations, plumbing riser and HVAC work, camera system installation, small group projects,
site work of various nature and general architectural renovations.
To assist the CHA in the design and construction of projects identified in the capital improvement
program, CHA anticipates it will award a minimum of five Indefinite Delivery, Indefinite Quantity
(IDIQ) Contracts in each of the Categories of Services listed above. Respondents may be
assigned to more than one Category of Service. Individual projects will then be assigned based
on the processes identified in Article III. CHA anticipates the size, scope, and budgets of projects
will vary in value. Respondents will be able to submit Letters of Interest and Proposals to task
orders which will describe the scope and project size. Firms in the pool will be the prime consultant

and must form their teams. Subcontractors do not need to be a part of the pool however the prime
and any subcontractors are required to meet contract compliance requirements in every task
order.
CHA anticipates it will award multiple Contracts for a base period of three (3) years and
reserves the right to extend the Contract at its sole discretion, for up to two (2) additional one-
year option periods. No award will be made to a Respondent that is on the list of Contractors
ineligible to receive awards from CHA or the Federal Government, as furnished from time to
time by HUD. CHA anticipates the contract resulting from this RFQ to begin in July 2026.
ARTICLE III STATEMENT OF WORK/SCOPE OF SERVICES
A. Scope of Services for Licensed Design Professionals
The Selected Respondents are expected to perform the following scope of services to assist the
CHA in the design, construction documentation, administration and close-out of the Project.
1. Pre-Design Phase:
a. Attend the Project Kick-Off Meeting to review and discuss the goals of the Project,
including the scope, schedule and budget.
b. Review all existing historic documents and information provided by the CHA.
c. Procure a site survey, if required.
d. Obtain information on existing site utilities, if required, from the City of Chicago Office of
Underground Coordination.
e. Procure a geotechnical survey of the property, if required, for developing storm water
best management practices.
f. Conduct and prepare a preliminary code analysis package, including, but not limited to,
the following components: occupancy classification, construction type, occupant load by
area and floor, travel distances, accessibility, exit types, units, widths, plumbing fixture
counts, parking requirements, and fire resistance requirements.
g. If Required conduct a sustainable design workshop, to develop a preliminary checklist
for the project.
2. Schematic Design Phase:
a. Prepare and present the design options for the Project for review by the CHA.
b. Prepare the plans, elevations, sections, outline specifications and narratives, as
required, to describe the applicable disciplines including, but not limited to architectural,
structural, civil, landscape, mechanical, electrical, plumbing, fire protection and
technology aspects of the selected design option, to assist the CHA in its development
of an Independent Cost Estimate at 100% completion.
c. Submit Schematic Design Documents at 100% completion to the CHA for review.
d. Review and comment on the Independent Cost Estimate, prepared by the CHA, and
make recommendations for potential cost reduction strategies.
3. Design Development Phase:
a. Conduct and document preliminary reviews with required regulatory agencies, including,
but not limited to, Bureau of Fire Prevention, Chicago Department of Transportation,
Mayor's Office for People with Disabilities, and Office of Emergency Management and
Communications.

b. Update the code analysis package, including, but not limited to, the following
components: Occupancy classification, construction type, occupant load by area and
floor, travel distances, accessibility, exit types, units, and widths, plumbing fixture counts,
parking requirements, fire resistance requirements.
c. If required, update the checklist, for the Project.
d. Prepare the plans, elevations, sections, outline specifications and narratives, as
required, to describe the applicable disciplines including, but not limited to, architectural,
structural, civil, landscape, mechanical, electrical, plumbing, fire protection and
technology aspects of the selected design option.
e. Submit Design Development Documents at 100% completion to the CHA for review; and
provide commentary on the Independent Cost Estimate, prepared by the CHA.
f. Make recommendations for potential cost reduction strategies.
4. Construction Documentation Phase:
a. Finalize the code analysis package, including, but not limited to, the following
components: Occupancy classification, construction type, occupant load by area and
floor, travel distances, accessibility, exit types, units, and widths, plumbing fixture counts,
parking requirements, fire resistance requirements.
b. If required finalize the sustainability checklist, for the Project.
c. If required, prepare the submittal for the sustainability certification.
d. Prepare the Construction Documents, as required, to describe the applicable disciplines
including, but not limited to, architectural, structural, civil, landscape, mechanical,
electrical, plumbing, fire protection and technology aspects of the selected design option,
to assist the CHA in its development of an Independent Cost Estimate at 60%, 90%, and
100% completion.
e. Submit the Construction Documents at 60%, 90%, and 100% completion to the CHA for
review.
f. Review and comment on the Independent Cost Estimate, prepared by the CHA, and
make recommendations for potential cost reduction strategies.
5. Construction Bidding and Administration Phase:
a. Respond to Requests for Information (RFIs) including developing drawings and
clarifications to be issued to potential bidders as necessary.
b. Assist in the preparation of any addenda prior to bid submission date.
c. Attend pre-bid conference(s).
d. Attend public bid opening.
e. Assist in the analysis of all bids including the analysis of CSI division costs and
construction schedules.
f. Attend pre-award conference.
g. Revise drawings and/or scope as necessary to achieve construction goals and budget.
6. Construction Administration Phase:
a. Participate in pre-construction conference(s) as requested by the CHA.
b. Attend dispute resolution conferences when requested by the CHA.
c. Attend weekly Project meetings regarding the progress of the work as requested by
CHA.
d. Conduct weekly site visits to monitor the quality and progress of the contract work.
e. Review and approve contractor's shop drawings and other submittals for conformance to
the requirements of the construction contract.
f. Procure and oversee testing by qualified parties as necessary and as directed by CHA.
g. Submit a weekly written field report of work in progress and overall construction status.

h. Review, approve and certify all contractors' periodic (and final) requests for payment
within 10 days of receipt.
i. Convene weekly job site meetings and record all actions discussed during such
meetings in the form of written minutes.
j. Revise drawings to correct errors, clarify intent or to accommodate change orders.
k. Revise drawings to obtain building permits and to achieve all other requirements dictated
by any government authority or agency having jurisdiction over the Project.
l. Recommend solutions to special problems or special conditions encountered during
construction.
m. Notify CHA of any defects or deficiencies discovered in the work within five (5) calendar
days of discovery.
n. Notify CHA in writing of any matter of dispute with the contractor within five (5) calendar
days of notice of such dispute.
o. Prepare a set of record drawings within thirty (30) calendar days after the date of
substantial completion.
p. Attend all pay request and construction meetings; and
q. Promptly respond to all RFIs within five (5) days of receipt and prepare bulletins for
contractor pricing of any potential change orders.
7. Close-Out Phase:
a. Receive and certify that the contractor's (bound) operation and maintenance manuals
comply with the requirements of the construction contract.
b. Verify that all required equipment warranties and test reports meet the design
requirements and that they are included in the contractor's bound operating and
maintenance manuals.
c. Receive and certify that the written warranties of workmanship and system operation
provided by the contractor and their sub-contractors (or any other vendor material
guarantees) are complete and in compliance with the construction contract
requirements.
d. Receive and certify that the contractor has secured all inspection signoffs on the permits
covering the work.
e. Prepare and submit electronic and hard copy record drawings within thirty (30) days
after the commencement of the Close-out Phase; and
f. Comply with all other terms and conditions of the CHA's printed close-out instructions as
contained in the contactor's construction contract.
8. Post Completion / Warranty Phase:
a. Consult with the CHA and make recommendations regarding all equipment and
warranties.
b. Perform an Inspection of the contract work including materials, systems, and equipment
no sooner than the ninth month and no later than the end of the tenth month after formal
completion of the construction contract and submit a written report to CHA regarding the
same.
c. Advise and assist CHA in construction matters for a period of twelve (12) months after
completion of the Project.
9. Additional Services
The following tasks may be included as an additional service to the Design Services Contract.
a. Changes in scope of work as directed by the CHA.
b. An increase in the duration of the Construction Administration Phase due to an
extension of the anticipated construction schedule.

c. Participation in CHA's Capital Construction Standards Committee.
d. Another project needs as requested by CHA.
10. Reimbursable Expenses
a. The following expenses will be reimbursed by the CHA without markup:

d. Water testing for lead
e. Rodding, jetting, and video scoping of existing roof drain and sanitary plumbing lines to
city sewer main
f. Destructive/un-destructive testing
g. Printing of Design Documents required for CHA review (quantity to be determined by
CHA project manager)
h. Printing of Construction Documents, at 60% and 90% completion, required for CHA
review (quantity to be determined by CHA project manager)
i. Printing of Construction Documents, at 100% completion, required for CHA to bid
(quantity to be determined by CHA project manager)
j. Fees associated with the Project's sustainability certification
k. Record Drawings (quantity to be determined by CHA project manager)
l. Messenger and transport services used to transmit any project-related information.
B. Scope of Services for Cost Estimating Consultant
The CHA will contract with the Selected Respondent to provide cost estimating
services on an as-need basis. These may include but are not limited to the following:
1. Administration
a. Provide services to assist the CHA in the administration of cost estimating
services for various stakeholders.
2. Construction Market Analysis
a. Prepare, on a quarterly basis, a report identifying and analyzing the major
market factors and trends impacting construction in the Chicago area. The
report will be delivered in a (pdf) format.
3. Database Development and Maintenance
a. Develop and maintain a database of all cost estimates prepared for use, by
the CHA, as a source for the planning of future capital improvement projects.
b. Update and maintain an existing CHA construction cost database of unit
prices. Provide a deliverable report in a (pdf) format.
4. Document Development
a. Prepare, with assistance from the CHA, standard template documents for use
in administering the cost estimating services program within the first 30 days
of commencing the contract for estimating services. Documents include but
are not limited to a cost estimate request form, professional service fee
estimate form and construction cost estimate form.
5. Training
a. Provide training to project stakeholders on various topics associated with the
cost estimating services program.

b. Provide training for CHA staff on a quarterly basis.
6. Professional Service Fee Estimates
a. Prepare estimates of professional service fees based on the scope of
services provided by the CHA. A draft of the estimate is to be completed
within 10 working days. Participation in meetings with the CHA to review the
draft will be required.
7. Contract / Task Order
a. Prepare estimates of professional service fees based on a scope of services
as identified in a Contract / Task Order, prepared by the CHA.
8. Contract / Task Order Modifications
a. Prepare estimates of professional service fees based on a scope of services
as identified in a Contract / Task Order Modification, prepared by the CHA.
9. Construction Cost Estimates
a. Prepare estimates of construction costs based on the scope of work
provided by the CHA. Types of estimates which may be required include, but
are not limited to, the following: order of magnitude estimates, square foot
estimates, assembly estimates, and unit price estimates, construction
duration. Participation in meetings and site visits to review the scope of
services will be required.
b. If requested, advise the CHA of risk considerations associated with the
project and ensure that cost variables are adequately accounted for.
c. If requested, identify and recommend value add opportunities; provide inputs
as pertaining to quality, cost of ownership, or sustainability.
10. Planning Phase
a. Prepare an estimate of construction costs based on the Project Charter or a
similar document with a conceptual level of detail, provided by the CHA.
11. Risk Management
a. Advise the CHA of risk considerations associated with the project and ensure
that cost variables are adequately accounted for.
12. Value Engineering
a. Identify and recommend value add opportunities; provide inputs as pertaining
to quality, cost of ownership, or sustainability.
13. Design Phase
Prepare or review an estimate of construction costs based on documents prepared
by the Architect of Record (AOR) / Engineer of Record (EOR) at established
milestones as indicated below.
a. Pre-Design Milestone
Prepare or review an estimate of construction costs based on a Property
Assessment and Project Program prepared by the AOR / EOR, provided by
the CHA.
b. Schematic Design Milestone
Prepare an estimate of construction costs based on Schematic Design
documents prepared by the AOR / EOR, provided by the CHA.

c. Design Development Milestone
Prepare an estimate of construction costs based on Design Development
prepared by the AOR / EOR, provided by the CHA.
d. 60% Construction Document Milestone
Prepare an estimate of construction costs based on 60% complete
Construction Documents prepared by the AOR/ EOR, provided by the CHA.
e. 90% Construction Document Milestone
Prepare an estimate of construction costs based on 90% complete
Construction Documents prepared by the AOR / EOR, provided by the CHA
f. 100% Construction Document Milestone
Prepare an estimate of construction costs based on 100% complete
Construction Documents prepared by the AOR/ EOR, provided by the CHA.
14. Bid Documents Milestone
Prepare an estimate of construction costs based on Bid Documents prepared by the
AOR / EOR, provided by the CHA.
15. Contractor Procurement Phase
a. Review bids or proposals prepared by a contractor, provided by the CHA
16. Material Market Analysis
a. Identify project materials or services that require special procurement
consideration due to long lead times, market scarcity or other circumstances;
provide recommended procurement actions needed to meet project schedule.
17. Construction Phase
a. Prepare an estimate of construction costs based on documents, identifying
modifications to the contractor's contract, prepared by the AOR / EOR or
contractor, provided by the CHA.
18. Contract Contingency Usage / Contract Change Orders
a. Prepare an estimate of construction costs based on bulletins prepared by the
AOR / EOR or proposals prepared by the GC, provided by the CHA.
19. Additional Services
a. The Cost Estimator shall prepare cost control strategies to ensure that
construction costs and related schedules can be monitored at regular design
submission milestones and throughout the construction project
b. The Cost Estimator shall attend value engineering meetings, if deemed
necessary, to assist in bringing costs in line with the budget.
c. The Cost Estimator shall suggest methods to contain cost over runs on the
project including but not limited to the use of "alternates bid items" in the
bidding documents.
d. The Cost Estimator shall attend project meetings and present information
as requested
C. Task Order Assignments and Requirements
CHA will assign Task Orders via Letters of Interest and Proposals which will be issued to the
entire pool. CHA will select the vendor whose proposal and team represents the most
advantageous option for that project and for CHA.
