TOWNSHIP OF WEST ORANGE
COMPETITIVE CONTRACT REPORT FOR THE
PRIVATE COLLECTION OF MUNICIPAL COURT DEBT
Overview
On January 16, 2010, L. 2009, c. 233 was signed into law which authorized municipalities to enter into contracts with private collection agencies or firms for the collection of outstanding municipal court debt.
On March 31, 2011, the Honorable Glenn Grant, Director of the Administrative Office of the Courts (the “AOC”) issued the Supreme Court Procedures Governing the Private Collection of Municipal Court Debt, outlining the requirements governing the procurement and the implementation of contracts under the new law.
On June 27, 2011, the Division of Local Government Services authorized the Township to utilize Competitive Contracting for the evaluation and scoring of proposals for the Township’s contract for Private Collection of Municipal Court Debt.
On July 26, 2011 the Township Council adopted Resolution #188-11 authorizing the use of competitive contracting for the award of the Township’s Contract for Private Collection of Municipal Court Debt (the “Contract”).
Following the expiration of the most recent Contract, on February 19, 2025, the Township advertised a Request for Proposal (the “RFP”) in the Star Ledger and Township website for a new Contract with a base term of two (2) years with an option to extend the Contract for an additional one-year term. A copy of the RFP is annexed hereto as Exhibit “A.” The initial submission date for proposals was March 26, 2025 at 11:00 a.m.
On March 17,2025 the Township issued Addendum #1 to the RFP and extended the submission date to April 16, 2025. A copy of Addendum #1 to the RFP is annexed hereto as Exhibit “B.”
On March 26, 2025 the Township issued Addendum #2 to answer all questions received. A copy of Addendum #2 to the RFP is annexed hereto as Exhibit “C.”
On April 16, 2025, the Township received one (1) proposal in response to the RFP. The one (1) proposal was submitted by a vendor who had previously performed the Contract with the Township:

The Township did not establish an Evaluation Committee due to the receipt of only one (1) response to the RFP.
Instead, Panayiota Reynolds, Purchasing Agent reviewed the response and confirmed that the vendor was both responsible and submitted a responsive proposal in response to the RFP. In addition Yvonne Hunt, Court Administrator for the West Orange Municipal Court mentioned she was satisfied with this vendor and its past services to the Township. In addition, TaxServ Capital Services NJ, LLC was very successful in collecting outstanding municipal court debt during the earlier Contracts starting in 2011.
TaxServ Capital Services provided a proposed administrative fee of 18%, below the maximum 22%.
Conclusion/Recommendation
Based on the responsive proposal received by the Township the Contract for Private Collection of Municipal Court Debt be awarded to TaxServ Capital Services NJ, LLC.
