SUBJECT: Bid Award Recommendation for RFP 2026-501: Addition for JP Precinct 3
Building
BACKGROUND The Taylor County Purchasing Department recently solicited sealed
proposals for RFP 2026-501, seeking a qualified vendor for construction the addition for JP
Precinct 3 building.
Five vendors submitted complete packages and successfully passed all mandatory
knockout requirements, including site inspection, performance/payment bond
assurances, and mandatory state forms.
EVALUATION SUMMARY An evaluation committee reviewed the responsive proposals
based on a 100-point scale. The criteria included Total Cost (40 Points), Quality of
Goods/Services (40 Points), Past Performance (10 Points), and Meets County
Needs/Requirements (10 Points).
The final scoring resulted in the following evaluations:
Thomas Hicks Construction: 100 / 100 points
Construction Consultants 3: 95 / 100 points
RHS Construction Services: 88 / 100 points
Southwind Group Inc.: 80 / 100 points
Construction Solutions USA, LLC: 65 / 100 points
Thomas Hicks Construction emerged as the best evaluated respondent. They scored
exceptionally well across all categories, narrowly edging out Construction Consultants 3.
In addition to offering the lowest pricing, Thomas Hicks proposal successfully meets all of
our baseline standards and provides the best overall value to the County.
REQUESTED COURT ACTION The Purchasing Department respectfully requests that the
Commissioners’ Court take the following actions:
1. Formally recognize Thomas Hicks Construction as the best evaluated respondent
for RFP 2026-501.
2. Approve the award to Thomas Hicks Construction for a total of $225,000.
3. Approve a contingency of $20,000. (1045/74001)
