Evaluation, Calibration, and Repair of USM-708 CRAFT Test Sets

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.6 and part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03825QE0000029 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2025-03, effective 17 January 2025.

IAW FAR 6.302-1(a)(1), the United States Coast Guard (USCG). Aviation Logistics Center (ALC) plans to award one (1) purchase order and negotiate only with Tel-Instrument Electronics Corp (CAGE Code 92606) as the only known source of the required services. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

The applicable North American Industry Classification System (NAICS) code is 811210. The small business size standard is $34 million in average annual receipts. This is an unrestricted requirement.

It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis as a result of this solicitation for the minor repair of the following items:

* We propose including an addendum to FAR clause 52.212-4 that will allow the USCG to send in additional units for minor repair by order modification. In the event that a unit requires major repair, those costs would be negotiated and funded separately after evaluation. The proposed addendum is:

Addendum 1

Option for the Minor Repair of Additional Units:

At the time of award, the USCG will place an order for the minor repair of eight (8) each USM-708 CRAFT Test Sets. IAW this addendum, the USCG may require the minor repair of up to ten (10) each additional USM-708 CRAFT Test Sets at the same price, terms, and conditions as specified in the purchase order. The Contracting Officer may exercise this option by written notice to the Contractor through one year after date of award or another mutually agreed upon date. The turn-around time for the evaluation and calibration of additional units shall be the same as called for in the order unless the parties otherwise agree.
