Tribal Affairs (ESTA) is seeking a Contractor who shall review relevant literature and data to make
recommendations surrounding induced travel on High-Occupancy Vehicle (HOV) lanes and High-
Occupancy Toll (HOT) lanes, and fully tolled lanes under various conditions (including specific HOV
requirements, toll rates, number of lanes on the facility and others relevant factors).
The Contractor will lead a research team in investigating the induced travel effects from the addition of managed lanes, including fully tolled lanes, HOT and HOV lanes and develop recommendations, provide data, and research methods on how Caltrans can better assess the induced travel impact of managed lanes in environmental reviews.
