EV4493- Streetcar TDD Parking Area Study

Project Description: The City of Kansas City, Missouri (KCMO), through its [Department Name], is issuing this Request for Proposal (RFP) to solicit statements of Proposal from qualified consulting firms to provide professional services to:
1. Conduct a comprehensive parking study within one or two designated study areas; and
2. Design, deploy, and evaluate a one-year Parking Benefit District (PBD) pilot program, including the development and reporting of Key Performance Indicators (KPIs).
The boundaries of the study area(s) will be defined by map in Appendix A. The boundaries of the pilot PBD’s will be further defined post RFP award through collaboration with KCMO leadership and staff. The total anticipated contract duration is approximately 18–24 months, inclusive of study, planning, implementation, pilot operations, and evaluation.
The selected consultant will work in close collaboration with KCMO officials and staff to further refine the final scope, project approach, implementation process, and performance outcomes prior to formal contract execution to ensure all have equal expectations of task and project.
