REQUEST FOR PROPOSAL
EXTRAORDINARY UNSPECIFIABLE SERVICES (EUS)
COLLINGSWOOD BOARD OF EDUCATION AND THE BOROUGH OF COLLINGSWOOD
The Collingswood Board of Education ("BOE") and the Borough of Collingswood are soliciting
proposals, through the Extraordinary Unspecifiable Services (EUS) procurement process of
Construction Management Firms ("CM"), ("Vendor") to provide Construction Management
services as indicated herein for the following projects:
1. High School Stadium Complex Reconstruction (See attached PowerPoint presentation)
Contractor: To be determined.by public lump sum bid.

The Board of Education and Borough reserve the right to conduct formal interviews of any or all
CM firms submitting a Proposal.
A. PROJECT CONSTRUCTION BUDGETS
It is anticipated the construction work is to be performed per the for eighteen (18)+ months.
It is the BOE and Borough's intent to award a construction contract to a single prime General
Contractor for construction project.
The successful CM Firm will be responsible to interact with the BOE's lead design professional
and District's Architect-of-Record; Garrison Architects 713 Creek Road, Bellmawr NJ 08031, and
Engineer Remington & Vernick 2059 Springdale Road, Cherry Hill NJ 08003.

C. SCOPE OF SERVICES
The CM Firm shall act as the BOE and Borough's representative/agent during the construction
and post-construction phases of the proposed project. The scope of services will be in general
conformance to the AIA Owner-Construction Manager Contract C132-2019. In all instances the
CM Firm shall employ its best efforts to protect the interests of the BOE and Borough and further
the intended goals and purpose of the project.
a. PRE-CONSTRUCTION PHASE SERVICES
1. The CM Firm shall provide BOE-requested services on a time-and-material basis.
2. The proposal shall be inclusive of all reimbursable expenses.
b. CONSTRUCTION PHASE SERVICES
1. The CM Firm shall provide daily on-site construction management staff to monitor
all construction activities. The CM Firm shall act as the BOE's and Borough's
representative in dealing with contractors and keep the BOE fully informed of
project progress. The CM Firm will be the central point of contact for the project
during construction and will be expected to follow-up with all parties as necessary
to keep the project moving forward. At a minimum, a part time Project Executive
and a full time Project Manager will be assigned to be responsible for management
of the project based on the final construction schedule.
2. The CM Firm shall facilitate the resolution of problems related to the construction
project through on-the-spot analysis, technical recommendations and, when
necessary, meetings including the CM, contractors, Architect, Engineers, BOE,
Borough and other interested parties. Accurate and complete documentation shall
be provided to the BOE.
3. The CM Firm shall maintain accurate records on all construction activities,
including, but not limited to, daily construction reports, change orders and
authorizations for same, regular progress reports, meeting minutes, record set
documents, updated specifications, contracts, shop drawings and approved
materials samples, as well as tests and records of local code officials' inspection
results. The CM Firm will also secure contractors' and subcontractors' certificates
of insurance and NJ Business Registration Certificates, and ensure they remain
current.
4. The CM Firm will assist the BOE, Borough, and contractors with obtaining permits
and develop a good working relationship with the authorities having jurisdiction.

The CM shall assist the GC in obtaining Municipal, County, State and Utility
Company, and all other required permitting.
5. The CM Firm will provide on-site monitoring of construction activities for
compliance with plans and specifications, sequence of work, quality of work, and
adherence to CPM schedule. The General Contractor shall have contractual
responsibility for coordination of his work with that of other separately contracted
contractors performing site improvement work, owner related work, etc. The CM
shall help minimize the disruption of other adjacent BOE activities, including but
not limited to the Collingswood High School, Board of Education Building, and
athletic facilities and parking.
6. The CM Firm shall assist the General Contractor in creating, managing, and
maintaining a construction schedule to reflect and integrate all construction
activities, with regular periodic updates. This schedule will be initially developed
by the General Contractor with input from the BOE Representatives, Borough
Representatives, CM Firm and the subcontractors and will be updated by the
General Contractor utilizing the CM Firm's monthly input. The construction
schedule shall have sufficient detail to plan, organize and execute this work, as
well as accurately depict all work required for this contract.
7. The CM Firm shall provide monthly construction reports including daily workforce
logs, which will review construction schedule for work not started or incomplete
and recommend to the BOE, Borough, and contractors adjustments in the
schedule to meet the scheduled completion dates. These reports will also include
a summary of construction costs, including costs associated with change order
work, to be submitted with monthly payments.
8. In conjunction with the Architect, the CM Firm shall prepare and implement
procedures for contract administration and processes for handling and distributing
correspondence, meeting minutes, payments, change orders, requests for
information, submittals, correspondence, inspections, etc. and maintain organized
files for each.
9. In conjunction with the Architect, the CM Firm will develop and implement a system
for review and processing of change orders. Review requests for changes, submit
written recommendations to the BOE, Borough and the Architect and negotiate
change orders with final terms and prices subject to approval by the BOE.
10. For cost control, the CM Firm shall develop, implement, and maintain an effective
system of project cost reporting, to maintain the project budget, incorporate
approved change orders as they occur. It will identify variances between actual
and budgeted or estimated costs and advise BOE, Borough, and District's
Architect and Engineer whenever project cost exceeds budgets or estimates. CM
shall monitor expenditures and balance of all allowances and contingency
accounts.

11. The CM Firm shall review, and recommend for approval, applications for payments
to construction contractors. Approvals of payment shall be for actual work
completed and in place as well as materials and equipment stored on site. The
CM Firm shall notify contractors and District's Architect and Engineer of requisition
submission deadlines (monthly) and submit a monthly payment log reflecting
contract amount, change orders to date, amounts paid, and percentages paid on
the contract date. Along with the payment request shall be copies of updated
construction schedule, monthly workforce reports and certified payrolls submitted
by CM Firm for BOE and Borough records.
12. The CM Firm shall conduct regular construction progress meetings with
representatives of the BOE, Borough, District Architect, Engineers, and all
contractors. The purpose of these meetings will be to review current progress,
review problem areas and to coordinate construction activities to ensure the timely
completion of the project. The CM Firm shall prepare and distribute minutes of all
meetings held. Progress meetings will be bi-weekly, at a minimum, with increasing
frequency as necessary to maintain adherence to construction schedule and
overall good of the project.
13. The CM Firm shall monitor the implementation of all contractors' safety programs
and report deficiencies to the contractors, the BOE and the Borough. The
performance of such service by the CM Firm shall not relieve all contractors of their
responsibilities for the safety of persons and property, and for compliance with all
federal, state and local statutes, rules, regulations and orders applicable to the
conduct of work, nor shall it make the CM Firm responsible for the conduct of all
contractors' safety programs or precautions required thereunder.
14. The CM Firm shall assist the BOE, Borough and/or contractors in obtaining all
building permits and special permits for permanent improvements, excluding
permits for inspection or temporary facilities required to be obtained directly by the
various contractors. It will verify that the BOE and Borough have paid all applicable
fees and assessments for permanent facilities and assist the BOE, Borough and/or
contractors in obtaining approvals from the authorities having jurisdiction through
to receipt of a certificate of acceptance. All permit activities are to be identified in
the project master schedule.
15. When requested by the BOE and Borough, the CM Firm shall be available to assist
them in identifying and selecting professional service of testing laboratories and/or
any special consultants associated with construction of the project
16. The CM Firm shall monitor the work of all contractors to determine conformity with
their respective contract requirements. In addition, in conjunction with the District
Architect, the CM Firm shall make checks of quality control of critical equipment
and material to be furnished, which could significantly impact the construction
schedule, monitor and obtain documentation of the performance of all tests
required by all contractors and independent testing laboratories. Performance of
such service shall not be deemed to make the CM Firm responsible for the work
of a contractor or the District Architect and Engineer. The CM Firm and/or its staff,

employees or agents shall immediately advise the BOE, Borough and the District
Architect and Engineer of any situation which has increased or may increase the
cost of the project; may cause a delay in the completion of the project; has or may
result in the installation of work or material which is not acceptable and in
accordance with plans and specifications developed for the project.
17. The CM Firm shall review the certificates of insurance of the successful bidders to
ensure that the terms and limits on insurance protection provided by each
contractor is no less than those required by the specifications of each contract and
advise the District Architect, Engineer, BOE and Borough in cases where
specifications are not met.
18. For design interpretations, the CM Firm shall refer all questions relative to
interpretation of design intent to the District Architect and Engineer. All
communication with the Architect's subconsultants shall be through the Architect.
19. The CM Firm shall in collaboration with the District Architect and Engineer,
establish and implement procedures for expediting the processing and Architect
approval of shop drawings and samples. It shall prepare reports and project site
documents and record the progress each project. It shall submit written progress
reports on the first of each month to the BOE, Borough and the District Architect
and Engineer including information on all contractors' work, the percentage of
completion on a work-in-place basis, and the number and amounts of change
orders. It shall keep available for review by the BOE and the District Architect and
Engineer a daily log of activities and all construction schedules and updates.
20. The CM Firm shall maintain at the project site for the BOE and Borough a record
copy of all contracts, drawings, specification, addenda, change orders and other
modifications, in good order, and in addition, approved shop drawings, product
data, samples and similar required submittals. The CM Firm shall make all such
records available to the District Architect, Engineer, BOE and Borough during the
performance of the work and upon completion of the project shall deliver them to
the BOE.
21. The CM Firm shall establish punch list procedures with the District Architect and
Engineer. The District Architect, Engineer and the CM firm shall establish and
maintain a level of quality with the finish contractors to minimize punch list items.
The CM Firm will, with the assistance of the District Architect and Engineer, be
actively involved with the development and supervision of the punch list completion
work.
22. When the CM Firm considers each contractor's work or a designated portion
thereof substantially complete, it shall, jointly with the contractor, prepare for the
District Architect and Engineer a list of incomplete or unsatisfactory items and a
schedule for completion. The CM Firm shall assist the District Architect and
Engineer in conducting inspections to determine whether the work or design
portion thereof is substantially complete.

23. The CM Firm shall monitor the correction and completion of the work. Following
issuance of a certificate of substantial completion of the work or a designated
portion thereof by the District Architect, Engineer, the CM Firm shall evaluate the
completion of the work of the contractors and make recommendations to the
Architect when the Punch List has been fully completed.
24. With the District Architect and Engineer, the CM Firm shall arrange with contractors
and necessary equipment manufacturer representatives final testing and start-up
of utilities, operational systems and equipment under the observation of the BOE's
representatives. Upon a satisfactory start-up, at a time acceptable to the BOE,
equipment operation and maintenance training of BOE's representatives shall be
performed.
25. The CM Firm shall secure and transmit to the BOE and Borough warranties and
similar submittals required by the contract documents and deliver all keys, manuals,
record drawings, and maintenance stocks to the BOE and Borough. The CM Firm
shall forward to the District Architect and Engineer a final project application for
payment upon compliance with the requirements of the contract documents.
26. With the District Architect and Engineer, the CM firm shall provide the BOE and
Borough with written notice of the building's completion and readiness for
occupancy.
27. The proposal shall be inclusive of all reimbursable expenses.
c. POST-OCCUPANCY SERVICES
1. The CM Firm, along with the appropriate BOE and Borough Representatives, shall
conduct an inspection of all building utilities, equipment, and operating systems for
the operational readiness.
2. The CM Firm shall turn over a copy of all project records including daily reports,
shop drawings, tests, inspections, field drawings, etc.
3. The CM Firm shall issue a final report to summarize total project costs including all
change orders, identify any unresolved issues and establish a schedule for two-
year maintenance bond release.
4. The CM Firm shall take receipt of final project workforce report, certified payrolls
and certificate of acceptance submitted to the BOE and Borough with close out
documents.
5. The CM Firm shall assist BOE, Borough and Architect in processing the final
application for state payment and close out.
6. The CM Firm shall notify each bonding company of contract substantial completion
and completion dates so that performance bonds can be converted to two-year

maintenance bonds. The CM Firm shall establish dates in conjunction with the
Architect and BOE.
7. The proposal shall be inclusive of all reimbursable expenses.
D. PROPOSAL REQUIREMENTS
a. TECHNICAL
1. Company Overview - Provide brief background and experience of firm. Include
location of office to provide services, insurance coverage, and any past or present
litigation by any Party, for Projects with New Jersey school districts relative to
services you performed within the last five (5) years. This requirement shall
include any Contractor-initiated claims.
2. Location: CM must maintain a full time, staffed office in the State of New Jersey.
3. Experience - Provide description of a minimum of five similar capital improvement
school projects including location, client, architect, services provided, completion
date, construction value, total project change orders, and contact person with
phone numbers and electronic email addresses.
4. Organization/Key Staff - Identify all key positions and associated level of effort and
function. Include an organization chart and resumes and experience levels for all
persons identified as potential key staff.
5. Construction Manager should have special expertise in building management and
mechanical systems, good communication and computer skills, a minimum of 15
years of management experience on large public construction projects; or shall
have a degree in Architectural, Engineering or Construction Management with a
minimum of 10 years of experience.
Project Executive/Senior Project Manager shall have managed a minimum of five
New Jersey K-12 projects of similar size and scope. The Project Executive/Senior
Project Manager shall be committed to this Project during the duration of the
Project unless otherwise approved by the Owner.
6. Approach - Provide description of your firm's approach and specific scope of
services.
7. References - Provide at least five project references with contact name, address,
telephone, and electronic mail addresses.
8. The Construction Management Firm must hold all current licenses, and
registrations as required to conduct business in the State of New Jersey.
9. The Construction Management Firm must be currently pre-qualified with the New
Jersey Division of Property Management and Construction (DPMC) with the

following classifications with a minimum DPMC rating of Unlimited. Submit a copy
of the DPMC Form 48 AN, Notice of Consultant Classification Statement with the
Proposal.

b. FEES
It is expected that a modified version of the AIA C132-2019 contract will be used.
Please submit a lump sum, not-to-exceed fee including estimated expenses based
on the following:
1. One Part-time Project Executive 40 hour per month
2. One Project Manager for project. Weekly 40 hours per week onsite during
construction phase.
3. All on-site staff are subject to review and acceptance by the Collingswood
Board of Education, including passing of security background checks and
compliance with all Board of Education policies.
4. The Collingswood Board of Education does not provide reimbursement for
mileage, meals, lodging as part of reimbursable expenses. Reimbursable
expenses include postage, prints, and other office consumable products.
The Fee Proposal must be inclusive of all reimbursable expenses.

Proposals will be evaluated by the following: (Not necessarily in the order of importance)
1. Background and experience of the firm with similar projects.
2. Qualifications and experience of the individuals proposed for the project.

3. Ability of the firm to define a scope of services to meet Collingswood Board
of Education and Borough requirements.
4. Capability of the firm to represent Collingswood BOE and Borough's
interest for performance, cost savings, and receiving the quality of specified
by the Architect.
5. Cost of services.
6. Ability to perform the tasks in a timely fashion, including staffing.
7. Location of primary office in relation to the Project Site.
8. Recent, current, and projected workload of the Firm and the individuals
proposed for this Project.
9. Thoroughness and completeness of the applicant's submission.
d. SELECTION PROCESS
Proposals will be reviewed and evaluated. The Collingswood BOE and Borough reserve
the right to conduct interviews. The Collingswood Board of Education Business
Administrator will list the firms in preferential order for discussion of final agreed-upon
scope of services including the performance of duties and the hours estimated for carrying
out the identified responsibilities. An agreement and contract for the performance of
Extraordinary Unspecified Services (EUS) as regulated by the purchasing requirements
of the State of New Jersey will be negotiated. If agreement on a fee is not reached,
Collingswood Board of Education reserves the right to enter discussion for services and
costs with the next ranked firm. The Board of Education will enter into a contract for the
above services with the selected firm. The award of the Contract will be made by the
Collingswood Board of Education as deemed in the Board of Education's best interests.

The Board of Education will be the final authority in determining the length of the contract.

G. SUBMISSION DEADLINE:

I. GENERAL CONDITIONS:
Authorization to Proceed -- Successful Vendor
No service shall be rendered by the successful vendor unless the vendor receives an approved
purchase order authorizing the vendor to render the service.
Award of Contract
It is the intention of the Board of Education to award the contract to the respondent based upon
relative experience, qualifications, and who will provide the highest quality of service at fair and
competitive prices. It is noted that the Extraordinary Unspecifiable Services process is outlined
in NJSA 18A:18A-37a.
Upon notification of award of contract by the Board of Education, the vendor will be required
to sign and execute a formal contract with the Board.
