Enterprise Geographic Information System to support all county staff, residents, and visitors of Lee County with access to spatial applications and analysis.

Description:

Lee County Innovation and Technology – GIS Operations is seeking to execute a single source for an enterprise geographic information system to support all county staff, residents, and visitors of Lee County with access to spatial applications and analysis. Software products must include ArcGIS Desktop (Basic, Standard, Advanced), ArcGIS Pro, and extensions ArcGIS Enterprise, ArcGIS for Server, ArcGIS GeoEvent Server, ArcGIS Image Server, ArcGIS Online, ArcGIS Runtime, Esri Business Analyst Online, Insights for ArcGIS, Indoors for ArcGIS, Navigator for ArcGIS, and Portal & Hosted Portal for ArcGIS. These products must run on the Lee County SQL platform.

Intended Sole Source:

Environmental Systems Research Institute, Inc.

Justification for Sole Source Acquisition:

Lee County has been using these Environmental Systems Research Institute, Inc. products for over 25 years using the software to develop data, applications, and spatial solutions for over 20 departments and all residents and visitors. Environmental Systems Research Institute, Inc. is the sole-source providers of these products in the United States.

Recommended Procurement Approach:

For the reason(s) stated above, Lee County Procurement Management intends to utilize the Sole Source Procurement method to purchase from Environmental Systems Research Institute, Inc. for supplying the above
