Description

The Town of Smithfield is seeking proposals from qualified firms to provide engineering services for a separated multi-use trail and stormwater green infrastructure in the Esmond Village area of Smithfield, Rhode Island. The focus area includes 1) the Waterman Avenue right-of-way between Esmond Mill Drive and Esmond Street and 2) the adjoining commercial properties.

Qualified firms are invited to submit a detailed qualifications package demonstrating their expertise, approach, and ability to deliver actionable insights to help resolve the identified challenges.

Esmond Village is an historic mill village built along the Woonasquatucket River. The village includes Esmond Mill, the East Smithfield Neighborhood Center, and Esmond Park. The area, which has limited greenspace, comprises approximately 40 acres of impervious surfaces made up of roadways, parking lots, and commercial buildings. Runoff from these surfaces goes untreated into the Woonasquatucket River, and during intense rainfall events, contributes to problematic flooding. Furthermore, there is minimal infrastructure for pedestrians and cyclists along Waterman Avenue. As a result of these conditions, there is considerable potential for pedestrian/cyclist access improvements and green infrastructure.
