NASA Johnson Space Center Office of Procurement has a requirement for recoating the primary mirror of the Eugene Stansbery Meter Class Autonomous Telescope (ES-MCAT) deployed on Ascension Island. The vendor chosen must be capable of receiving the mirror within 2-3 weeks of this notice and then capable of meeting the following timeline:
Surrogate Coating and SEM Analysis: 5 weeks ARO
NRE-Tooling: 12 weeks ARO
Strip Coating: 4 weeks after receipt of mirror
Development and Qualification: 6 weeks ARO
Production: 4 weeks after receipt of Tooling and approval of Qualification
No delays or adjustments to the schedule are acceptable.
The contractor will provide (a) stripping a protected, enhanced silver coating on a 1.3m Zerodur® mirror, and (b) recoating the mirror with a protected aluminum coating optimized for the 360nm-1μm spectral bandpass.
Interested vendors must review the attached Statement of Work (SOW) and provide a capability statement to the Contracting Officer which clearly identifies the vendor's capability to meet the needs of the customer. If the vendor truly feels like it can perform this requirement, the vendor must identify in its response at least one applicable past performance reference where the vendor has performed a similar requirement at least satisfactorily in either a commercial requirement or another Government requirement. Interested vendors must also provide a Rough Order of Magnitude (ROM) related to cost for this procurement so the Government can accurately assess the industry capabilities. Vendors must send capability statements to Mr. Stephen Noethen, Contracting Officer at stephen.d.noethen@nasa.gov.
