INVITATION TO BID / NOTICE TO BIDDERS
2026 ERIE LACKAWANNA TRAIL IMPROVEMENTS
Border-to-Border Resurfacing Project
PROJECT LOCATION: Erie Lackawanna Trail within the corporate limits of the Town of Griffith, Lake County, Indiana (from municipal border to municipal
border, approximately 2.5–3.5 miles based on quantities).
PROJECT DESCRIPTION: Complete resurfacing of the existing asphalt multi-use trail including milling of existing pavement (2-inch nominal), placement of
geotextile fabric, installation of QC/QA Hot Mix Asphalt (HMA) intermediate and surface courses, tack coat, crack/joint routing and sealing, partial depth HMA
patching, removal and replacement of concrete sidewalk/curb/curb & gutter/curb ramps with detectable warning surfaces, and all associated work. Work shall
be performed in accordance with the Indiana Department of Transportation (INDOT) Standard Specifications (latest edition), the project quantities are best
estimates only. The project includes all necessary maintenance of traffic, pavement markings, staking, testing, and site restoration.

Second Advertisement for Bids: Friday, August 7, 2026 (or as required to meet the two-publication / ten-day statutory requirement)
Pre-Bid Meeting / Site Visit (Non-Mandatory but Recommended): Wednesday, August 5, 2026 at 10:00 AM CDT – Meet at Griffith Town Hall or designated
trail access point (details to be confirmed in addendum).
Deadline for Questions: Wednesday, August 12, 2026 at 4:00 PM CDT (submitted in writing to Town Engineer or designated contact).
Sealed Bid Submission Deadline: Tuesday, August 18, 2026 at 4:00 PM CDT – Bids must be returned to the Town of Griffith, Clerk-Treasurer's Office, Griffith
Town Hall.
Public Bid Opening: Tuesday, August 18, 2026 at 7:00 PM at the Town Council meeting (bids will be opened and read aloud during the public meeting).
Engineer's Estimate: Exceeds $500,000 (unit price bid; actual total will be sum of bidder's unit prices × estimated quantities).
NOTICE IS HEREBY GIVEN that the Town of Griffith, Indiana, requests sealed bids for the above-referenced public works project. Bids must be submitted on the official
Bid Form provided with these documents, accompanied by a Bid Bond or certified check in the amount of not less than five percent (5%) of the total bid amount, payable to
the Town of Griffith. Bids must be enclosed in a sealed envelope clearly marked on the outside: "SEALED BID – 2026 ERIE LACKAWANNA TRAIL IMPROVEMENTS –
DO NOT OPEN" and delivered to the Town of Griffith, Clerk-Treasurer's Office, Griffith Town Hall by 4:00 PM CDT on Tuesday, August 18, 2026. Late bids will not be
accepted.
Bids will be publicly opened and read aloud at the Town Council meeting on Tuesday, August 18, 2026 at 7:00 PM. The Town reserves the right to reject any and all bids,
to waive any informalities or irregularities in bidding, and to award the contract to the lowest responsive and responsible bidder as determined by the Town Council. This
project is subject to Indiana public works bidding laws (IC 5-16 and local ordinances), INDOT specifications, prevailing wage requirements (if applicable), E-Verify
compliance (IC 22-5-1.7), and non-collusion requirements. Performance and Payment Bonds in the amount of 100% of the contract price will be required of the successful
bidder. The successful bidder must provide proof of required insurance and comply with all federal, state, and local laws.
DOCUMENTS AVAILABLE: Bid documents, including the project quantities (best estimates only), bid form, and specifications, may be obtained from the Town
of Griffith Clerk-Treasurer's Office or downloaded from the Town website (www.griffith.in.gov). A non-refundable fee may apply for printed sets. Addenda will be
issued via the Town website and email to registered bidders.
This project involves HMA paving and concrete work on a public multi-use trail and shall be constructed in accordance with the current INDOT Standard
Specifications, Supplemental Specifications, and any Special Provisions contained herein or issued by addendum.
INSTRUCTIONS TO BIDDERS AND GENERAL REQUIREMENTS
1. COMPLIANCE WITH INDIANA AND INDOT REQUIREMENTS
All work shall be performed in strict accordance with the Indiana Department of Transportation (INDOT) Standard Specifications (latest
edition, including all supplements) and the project-specific quantities and details provided. Bidders must be familiar with INDOT construction
requirements for HMA mixtures (QC/QA), milling, geotextile, concrete work, and traffic control. The Town of Griffith is the Owner/Contracting
Agency. The project may be locally funded or utilize state/federal aid programs; bidders shall comply with all applicable funding
requirements, including any Disadvantaged Business Enterprise (DBE) goals if specified in addenda.
2. BIDDER QUALIFICATIONS AND PREQUALIFICATION
Bidders should demonstrate experience with similar municipal trail or roadway resurfacing projects of comparable size and complexity within
the past five (5) years. The Town reserves the right to request references, financial statements, or evidence of ability to perform the work.
While formal INDOT prequalification is not strictly required for this locally let project, bidders are encouraged to hold current INDOT
prequalification in relevant work types (e.g., HMA Paving, Concrete Construction). The successful bidder must be properly licensed to
perform public works in the State of Indiana and the Town of Griffith.
3. BID SECURITY, BONDS, AND INSURANCE
• Bid Security: 5% of total bid (bid bond from approved surety or certified check/cashier's check).
• Performance & Payment Bonds: 100% of contract amount required from the successful bidder within 10 days of award.
• Insurance: Minimum limits: Commercial General Liability $1,000,000 per occurrence / $2,000,000 aggregate; Automobile Liability
$1,000,000 combined single limit; Workers' Compensation as required by Indiana law; Umbrella/Excess Liability $2,000,000. The Town of
Griffith, its officials, employees, and agents shall be named as Additional Insured. Certificates required prior to Notice to Proceed.
• Indemnification: Standard hold-harmless language will be included in the contract.
4. PREVAILING WAGE, E-VERIFY, AND LABOR COMPLIANCE
If the project receives state or federal funding, or if required by Town ordinance, prevailing wages (Davis-Bacon or Indiana Common
Construction Wage) shall apply. The successful contractor and all subcontractors must enroll in and use the E-Verify program (IC 22-5-1.7)
and provide documentation. The contractor shall comply with all applicable labor laws, including those regarding apprentices, certified payroll
(if required), and non-discrimination.
5. NON-COLLUSION AND ETHICS
Each bidder must submit a completed Non-Collusion Affidavit (form provided or standard Indiana form) with the bid. Bids will be rejected if
there is evidence of collusion, price-fixing, or other anti-competitive practices. Bidders must disclose any conflicts of interest with Town
officials or employees.
6. ADDENDA AND INTERPRETATIONS
All questions must be submitted in writing by the deadline. Responses will be issued as addenda and posted on the Town website. Bidders
are responsible for acknowledging all addenda in their bid. Oral interpretations are not binding.
7. BID SUBMISSION AND OPENING
Bids must be submitted on the attached official Bid Form (Schedule of Unit Prices). All blank spaces must be filled in ink or typed. The total
bid amount must be shown in both words and figures. Bids may not be withdrawn for 60 days after opening. The public bid opening will be
conducted transparently; results will be tabulated and made available.
8. AWARD AND CONTRACT
The contract will be awarded to the lowest responsive and responsible bidder whose bid is in the best interest of the Town. The Town
Council reserves the right to reject any or all bids, negotiate minor changes, or re-bid. A written contract will be executed. Notice to Proceed
will be issued after bonds, insurance, and other requirements are met. Substantial completion is anticipated within the 2026 construction
season (weather dependent).
9. QUANTITIES AND PAYMENT
All quantities listed in the Schedule of Unit Prices are estimated for bidding and comparison purposes only. Payment will be made for actual
measured quantities of unit price items in accordance with INDOT measurement and payment provisions, or as otherwise specified. The
Base Bid includes all work necessary to complete the project as described, even if minor variations in quantity occur. Contingent items for
base repairs and extra work will be paid only for work actually authorized and performed.

NOTES TO BIDDERS
1. The quantities for Items 22–25 (Contingent/Base Repair items) are estimated solely for the purpose of establishing a uniform basis for bid comparison. Actual
payment will be made only for the quantities of work authorized in writing by the Engineer and actually performed, measured in accordance with INDOT
procedures.
2. All HMA work (Items 6, 9, 10, 11, 23, etc.) shall be produced and placed under QC/QA provisions per INDOT specifications. The bidder's unit prices shall
include all required sampling, testing, and adjustments.
3. The successful bidder shall submit a detailed construction schedule, MOT plan, and QC plan within 10 days of Notice to Proceed.
4. Work shall be coordinated to minimize disruption to trail users. The trail may need to remain partially open or have controlled access during construction.
5. Any unit price that is materially unbalanced or appears to be an attempt to take advantage of errors in estimated quantities may be rejected as
non-responsive.
6. For questions regarding this ITB, contact the Town of Griffith Parks & Recreation or designated Engineer. All contact during bidding must be in writing.
