Scope of Services
The School Board of Polk County, Florida, hereafter referred to as the “District”, is seeking proposals from experienced, qualified Proposers to deliver instructional programs (tutoring) in reading, mathematics, science, academic counseling and/or other subjects as determined through consultation with private school and District personnel to eligible students in private schools, to provide professional development to private school teachers, and parent involvement activities to parents of eligible Title I participants. It is required that respondents propose all three portions of the requested services (tutoring, professional development, parent involvement). The scope of required services and responsibilities are more fully described in Section 3 of this RFP.The purpose of this RFP is to offer experienced and qualified firms an opportunity to submit written proposals for the District’s consideration. This procurement may result in a single source award.

When the district refers to computer-aided instruction, does the district define this as blended learning? For clarification, blended learning is defined as an instructional approach that integrates teacher-led, in-person instruction with technology-based, computer-aided learning experiences. Students engage in both direct instruction from a teacher and independent or small-group learning using digital platforms or software, allowing for differentiated pacing and individualized support. In reference to the Professional Development section, Tab 6 a2, which requests that providers outline any samples of materials and/or the use of subcontractors — please confirm whether the district allows providers to include professional learning materials (such as instructional books or Title I professional learning lending libraries) . The Customer shall pay the Provider on the following basis: an hourly rate of $[rate proposed on the cost proposal form] per Teacher or Counselor Hour for the provision of Services over the Term. The Hourly Rate is applied per scheduled teacher or counselor hour. Teacher and Counselor hours include all hours required to operate the program, including, but not limited to, direct service time with students, planning time, teacher training, parent conferences, and meetings with non-public school principals and/or classroom teachers.

Kindly confirm whether the District agrees with this billing structure or requires any modifications to how hours are defined or invoiced.
