Notice of Intent to Sole Source Requirement
The Department of Veterans Affairs, VISN 10 intends to negotiate a sole source order under Federal Acquisition Regulation (FAR) 12.101(a). The Ann Arbor VA Medical Center, located at 2215 Fuller Road, Ann Arbor, MI 48105, requires an order for a firm-fixed purchase order for a Sterrad Sterilizer:
1 each - (10104-009) - STERRAD 100NX 1 DOOR WITH ULTRA GI
1 each - (10033-004-50) - STERRAD NX ALLCLEAR
1 each (10311) - STERRAD NX SYSTEM CART
1 each Trade-In/Discount of current equipment
The Ann Arbor VA Medical Center has a need to procure Sterrad Sterilization equipment in order to replace the current sterilizing equipment, which has exceeded their life expectancy; no longer performing to compliance.
Equipment will provide compliance with National Program Office for Sterile Processing (NPOSP) directive for standardizing equipment. This equipment will advance department capability by interfacing equipment components moving towards paperless documentation through connection with existing instrumentation and processes tracking system. This will result in a significant reduction in failed sterilization cycles that require time, manpower, and supplies to re-process. The availability of the data will greatly increase the accuracy of our sterilization records as well as reducing the manpower currently required to compile, analyze, and store sterilization records in accordance with regulatory guidelines.
STERRAD sterilization is a low-temperature, vaporized hydrogen peroxide (VHP) gas plasma technology used to sterilize heat-sensitive medical devices, combining hydrogen peroxide vapor with plasma energy to destroy microorganisms without high heat, offering quick, safe, and effective terminal sterilization for complex instruments like endoscopes, reducing reprocessing time and preserving device integrity, with various cycles (Standard, Express, Duo, Flex) for different needs.
The associated North American Industrial Classification System (NAICS) code for this procurement is 339113. The FSC/PSC is 6515. The vendor will be Advanced Sterilization Products Services, Inc. (ASP), 33 Technology Drive, Irvine, CA 92618.
A firm-fixed price contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source.
This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 12pm EST on December 23, 2025. No phone calls will be accepted for this solicitation package.
