Notice Type

This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Subpart 12.6 and supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested, and a separate written solicitation will not be issued.

This requirement is being conducted as a simplified acquisition under FAR Part 13 using the commercial acquisition procedures of FAR Part 12. All responsible sources may submit a quotation for consideration by the Government.

Description of Requirement

The National Institutes of Health (NIH) requires contractor support to rig and relocate heavy and sensitive radiation detection equipment between NIH facilities in Bethesda, Maryland.

The equipment will be relocated from Building 21, Rooms 117 and 143, to Building 13, Room 3W51 during business hours.

The Contractor shall provide all personnel, supervision, materials, equipment, rigging, packaging, transportation, and other resources necessary to safely move and place the Government-owned equipment at the destination location.

Disassembly, reassembly, calibration, testing, and system validation are not included in this requirement. Those services will be performed separately by the equipment manufacturer. The Contractor shall coordinate move activities with NIH personnel and the manufacturer's representatives as necessary.

Equipment to Be Relocated

One (1) Mirion Fastscan Whole Body Counter – approximately 10,600 lbs.

One (1) Mirion Accuscan Whole Body Counter – approximately 8,700 lbs.

Two (2) Mirion BeGE (Broad Energy Germanium) detector systems with shielding – approximately 2,500 lbs. each

All equipment shall be treated as fragile, high-value scientific instrumentation and handled accordingly throughout the relocation.

Basis for Award

The Government intends to make award to the responsible vendor whose quotation represents the best value to the Government.

Technical Capability and Relevant Experience, when combined, are more important than Price. As quotations become more equal under the non-price factors, Price will become increasingly important.

Quotations will be evaluated using the following factors:

Technical Capability – The vendor's demonstrated ability to perform the required relocation, including its proposed personnel, rigging and lifting equipment, packaging and transportation methods, safety approach, damage-prevention measures, and ability to coordinate with NIH and manufacturer personnel.

Relevant Experience – The vendor's experience performing similar relocation projects involving heavy, sensitive, high-value, or specialized equipment.

Price – The total quoted price will be evaluated for reasonableness and completeness.

Responsibility

Prior to award, the Government may verify that the selected vendor has the personnel, equipment, experience, financial resources, and other capabilities necessary to successfully perform the requirement and comply with applicable safety requirements.

Vendors shall have an active registration in the System for Award Management (SAM) at the time of award and shall ensure that applicable representations and certifications are current.

Quotation Requirements

At a minimum, quotations should include:

Total firm-fixed price;

A description of the vendor's technical approach to completing the relocation;

Relevant experience with similar heavy, sensitive, or high-value equipment relocations;

Proposed personnel and major rigging/lifting equipment;

Any assumptions, exclusions, or limitations affecting the quoted price or performance; and

Proposed schedule or availability to complete the work.

Response Due Date

Quotations are due no later than September 25, 2026, at 12:00 PM ET.

1. Move Condition: Will the equipment be fully disconnected from electrical, communications, ventilation, or other building connections prior to contractor arrival?

1. Transportation Route: Will the equipment need to be transported outdoors/on public roadways between Buildings 21 and 13, or is there an internal NIH campus route?

1. Scheduling: What is the anticipated performance date or required completion period following award?

Mirion Accuscan II: L- 47’ x W-36” x H- 84” assembled. Item will be disassembled for transport and placed on pallets.

Mirion Fastscan: L- 47” x W-35” x H-84” assembled- Item will be disassembled for transport and placed on pallets.

Mirion GSS Shield (x2): H- 25” x W- 20” x L-20” (Cylinder) (each are on a stand that is H-31” x W- 24” x L- 24”.

1. Building access — door, hallway, elevator, loading-dock, and other clearance information along the anticipated relocation route.

A government employee will assist with access to controlled locations throughout the route.

1. Floor loading — any floor-loading limitations or areas requiring floor protection along the relocation route.

Floor protection is required in Building 13 as to not damage newly renovated space. A structural engineering study was conducted that verified the structural integrity of the floor in Building 13 where the equipment will be located.

1. Transportation route — whether equipment must be transported outdoors/on public roadways between Buildings 21 and 13, or via an internal NIH campus route.

Transportation will be conducted from the first floor of Building 21, outside to building 13, and up to the 3rd floor in building 13. The entire route will be an internal NIH campus route.

1. Security/access — specific NIH badging, vehicle inspection, security clearance, escort, or driver requirements for contractor personnel and vehicles.

Contractors will be sent an invite via NIHs entrypoint invite system. All vehicles will be subject to standard NIH vehicle inspection/search. Contractors will be escorted during their visit by a government staff member.
