EXECUTIVE SUMMARY
ITB# SW-26-004 April 14, 2026
The City of Bristol, Virginia (the City) is seeking bids from qualified bidders for the construction
of the Balance of Plant (BOP) for the Equalization Tank System at the Bristol Integrated Solid
Waste Management Facility (ISWMF) (the Facility) located in Bristol, Virginia, described herein.
The BOP scope include all civil/structural, piping, mechanical/process equipment, electrical, and
instrumentation work required to complete the Equalization Tank System. The EQ tanks (two
500,000-gallon bolted steel tanks) were procured under a separate contract (ITB# SW-26-002).
The BOP Contractor shall coordinate with the EQ Tank Contractor and provide all remaining work
necessary for a complete and operational system.
The scope of this BOP contract includes, but is not limited to:
- Site clearing, grading, and earthwork
- Secondary containment
- Access road and truck pad
- Process piping (HDPE and stainless steel)
- Leachate feed pump lift station
- Recirculation pumps, discharge pumps, and chemical dosing system
- Jet air blowers and off-gas treatment system
- Electrical power distribution, panelboards, and VFDs
- Instrumentation and controls (PLC, HMI, field instruments)
- Startup, testing, and commissioning
This invitation does not commit the City to pay any costs incurred in the preparation of bids, nor
commits the City to select any bidders that respond.
Geosyntec Consultants Inc. (Geosyntec) has prepared this Project Manual for the City of Bristol,
Virginia for the construction of the Balance of Plant scope for the Equalization Tank System at the
Facility.
SUBMITTAL REQUIREMENTS
Bids should be submitted to the City of Bristol for the Equalization Tank System - Balance of
Plant. Five (5) complete sealed copies of bidding documents must be received at the City of Bristol,
Virginia Procurement Department, Attn: Hannah Perry (Contracting Officer), at 300 Lee
Street, Bristol, VA 24201, no later than 2:00 p.m. Eastern Standard Time (per time.gov) on May
15, 2026, as listed on the invitation to bid. If proprietary information is included in the bid, then
Bidders shall provide one (1) additional copy with all information considered proprietary redacted
and suitable for public inspection in accordance with Section 2.2-4342 of the Code of Virginia.
Each copy shall be complete and separately bound. Sections shall be identified to facilitate
evaluation and to prevent evaluators from unnecessary search or arranging of materials for
evaluation purposes. The City of Bristol requires five (5) complete sealed copies of bidding
documents. Those wishing to submit electronically may do so via the eVA procurement platform
while also submitting the required paper copies to the City by the due date. No FAXED nor emailed
bids will be accepted.
The Bid package shall also include one (1) separate unbound copy of the Bid Form to facilitate
opening and reading of the Bids. The Bid must be enclosed in a plainly marked package with the
Project title, the name and address of the Bidder, ITB number (ITB # SW-26-004) and must be
accompanied by the Bid Security and other required documents. The sealed envelope containing
the Bid must be enclosed in a separate package plainly marked on the outside with the notation
"BID ENCLOSED - Invitation to Bid # SW-26-004 for the Equalization Tank System - Balance
of Plant." A mailed Bid must be addressed to the location designated in the ITB and received by
the date and time listed above to be considered.
The public opening of the bids will take place at the Council Chambers at City Hall located at 300
Lee Street, Bristol VA 24201, immediately following the bid due deadline. Bids will be opened at
the time and place indicated in the advertisement or invitation to bid and, unless obviously non-
responsive, read aloud publicly. If requested, an abstract of the amounts of the base Bids and major
alternates, if any, will be made available to Bidders after the evaluation process is complete. Bids
received after the date and time prescribed for the opening of the bids or not submitted at the
correct location or in the designated manner, will not be accepted and will be returned to the Bidder
unopened. The City reserves the right to reject any or all Bids, including, without limitation,
nonconforming, nonresponsive, unbalanced, or conditional Bids. The City also reserves the right
to waive all minor Bid informalities not involving price, time, or changes in the Work.

completed and ready for final payment within 365 days.

A Pre-Bid Conference will be held onsite on April 21, 2026 at 1:00 p.m., Eastern Standard Time,
at the Landfill Scale House, 2655 Valley Drive, Bristol, VA 24201, coordinated by Laura
Helander-Socia, Director- Solid Waste, City of Bristol and Balaji Seshasayee, Principal Engineer,
Geosyntec Consultants Inc. Prospective Bidders are required to attend this meeting.
Bidders should submit questions via e-mail to nikki.asher@bristolva.org prior to the Inquiry Cut-
off Date of April 28, 2026 at 10:00 a.m., Eastern Standard Time. Only responses set forth in an
Addendum will be binding.
Submit your Bid on the Bid Form provided. Bidders are required to complete Bid Form 00 41 13.
Your Bid will be required to be submitted under a condition of irrevocability for a period of 60
days after submission subject to Section 2.2-4330 of the Code of Virginia, as amended.
The Owner reserves the right to accept or reject any or all Bids.
