The City of Hialeah Police Department is seeking competitive proposals from qualified and experienced vendors to provide EPIC Responder Plus ballistic helmets equipped with NVG shrouds, along with Galvion Viper Batskin Visors. This procurement will support officer safety during tactical operations, critical incidents, and high-risk deployments.
The goal of this project is to acquire 250 helmets and 250 visors, ensuring consistency, compatibility, and modern ballistic protection across the agency. Final sizing will be determined after award, as individual measurements are required for proper fit. Vendors must demonstrate the ability to supply the exact configurations specified and deliver all components within acceptable timeframes.
This purchase will enhance officer survivability, expand protective capabilities, and standardize protective equipment used by field personnel across the Police Department.
The Police Department requires upgraded ballistic helmets and protective visors to support tactical operations, emergency response, and evolving threat environments. Current inventories contain varying legacy models that no longer meet operational, compatibility, or manufacturer standards.
To address this, the Department plans to deploy the Team Wendy EPIC Responder Plus—a modern ballistic helmet system tested to NIJ IIIA standards, backed by a 10-year ballistic shell warranty, and designed with no-thru-hole ballistic integrity. Helmets must be supplied with an NVG shroud rather than the standard front cover plate, ensuring compatibility with future night-vision or visual augmentation devices.
Additionally, the Galvion Viper Batskin Visor provides enhanced optical clarity, anti-fog properties, and high-mass/ballistic fragment resistance while integrating seamlessly via NVG front-mount arms. Together, these components significantly strengthen the Department’s officer-safety posture.
