INVITATION FOR PREQUALIFICATION OF GENERAL CONTRACTORS
WASTEWATER TREATMENT FACILITY
SEWAGE SLUDGE INCINERATOR (SSI) COMPLIANCE PROJECT

The City of Manchester is seeking prequalification statements from General Contractors for the
Sewage Sludge Incinerator (SSI) Compliance Project. The SSI Compliance Project will include the
installation of a 82”W x 98”L x 23’H Sorbent Polymer Composite (SPC) scrubber vessel designed to
remove mercury from incinerator flue gas. The Work includes demolition of a sand silo, the
replacement (in kind) of the base of the recuperator and replacement of the economizer. The SPC
vessel will be installed in the current location of the sand silo. New duct work will be necessary to
integrate the mercury vessel into the current system.
Associated with the project is new electrical and instrumentation work. The project also includes
piping and valves for plant and equipment water. Both interior and exterior, structural access platforms
and stairs will be necessary for access to some equipment.
The Project has an estimated construction cost of $4,000,000 and contract duration of 335 calendar days for
Substantial Completion and 365 calendar days for Final Completion.
PREQUALIFICATION
General contractors with extensive experience in incinerator, air pollution control, commercial boiler, or
wastewater treatment projects of a similar size and scope are invited to submit prequalification packages for
bidding on the City of Manchester’s Wastewater Treatment Facility Sewage Sludge Incinerator (SSI)
Compliance Project. Prequalification forms for general contractors may be obtained at the office of Woodard
& Curran, Inc. 41 Hutchins Drive, Portland, Maine 04102. Questions should be directed to Gillian Wood,
P.E. at 207-747-0039 or gwood@woodardcurran.com. Sealed Prequalification Statements shall be received
by Woodard & Curran, Inc. 41 Hutchins Drive, Portland, Maine office until 4:00 PM prevailing time on
Wednesday, February 28, 2018.
ONLY PREQUALIFIED FIRMS WILL BE ALLOWED TO BID. A MANDATORY PREBID
CONFERENCE FOR PREQUALIFIED CONTRACTORS IS EXPECTED TO OCCUR IN
MARCH. BID OPENING IS EXPECTED TO OCCUR IN MID APRIL 2018.
The right is reserved to waive any informalities in or reject any or all prequalifying Contractors and to accept
prequalified Contractors that are deemed most favorable to the interest of the City of Manchester.
