Environmental Services for HOME & Access HCR Grants

The City of Hudson seeks proposals from a consultant/firm qualified to perform lead-based paint testing, mold testing, asbestos testing services, and radon testing services when needed in compliance with state or federally funded community development programs. The City of Hudson was awarded a $520,000 PY2024 HOME grant and a $120,000 Access to Home grant from the New York State Office of Homes and Community Renewal (NYSHCR) for housing rehabilitation projects. The purpose of this request for proposals is the procurement of environmental testing services in relation to these two grant programs. The selected consultant/firm will be expected to work with City staff, consultants, and grant applicants.

Interested firms should provide a proposal with information on how your firm can provide the following activities. The proposal should address personnel qualifications and experience providing these services to municipalities. Scope of service activities include:

Activity 1: Provision of Risk Assessment and Clearance testing services in compliance with EPA and HUD regulations.

Activity 2: Provision of Mold Assessment and Remediation Plan in compliance with NYSDOL and HUD regulations

Activity 3: Provision of Testing for Asbestos and providing a survey in compliance with EPA and HUD regulations.

Activity 4: Provision of Radon Testing in compliance with NYS DOH regulations. Test results to be reported by NYS DOH Environmental Laboratory Approval Program certified lab.
