Can the scope of work be clarified for the RFP. Is the main role for this contract to provide emergency response? The RFP discusses several services to include cleanup activities, regularly scheduled waste disposal and providing a full-time on-site supervisor. 3/26/2025 4:17:35 PM The primary responsibility for the contractor will be to provide emergency response for oil discharges greater than 25 gallons. The contractor will also be required to provide waste disposal of oil contaminated soil, oily debris, and oily water from SECO remediated sites (less than 25-gallon spills) on an as needed basis. An on-site supervisor is only needed for emergency oil discharge responses. 3/27/2025 10:19:13 AM
Can you please clarify the intended role of the on-site supervisor? Would that individual be overseeing their employees, or supervising SECO contract employees? 3/26/2025 4:17:52 PM The on-site supervisor will be overseeing their employees. A SECO Environmental Specialist will be on-site to oversee the project as well as perform any required testing (Chlor-N-Oil, Petroflag, etc.) Once the test results meet FDEP guidelines, the Environmental Specialist will notify the contractor that the backfilling and site restoration can be completed. 3/27/2025 10:18:28 AM
Will the assessment of the spill remediation have been completed by others prior to the Contractor for this contract being requested to perform remedial activities, or will the initial and supplemental assessment activities be included within the scope of work for this RFP? 3/26/2025 4:18:14 PM The initial assessment of the spill remediation will be performed by SECO personnel. After the assessment is made the contractor will be contacted with the details of the spill and what will be required for the remediation. 3/27/2025 10:17:41 AM
The RFP indicates that Contractor will be responsible for legal filing and legal notifications. Can you please clarify the expected Contractor’s role for these items? 3/26/2025 4:18:37 PM The contractor would be responsible for filing the notice of discharge, source removal report, and all other notifications relevant to the spill incident. 3/27/2025 10:17:14 AM
Does SECO currently have contracts with outside sources for waste disposal, or would the Contractor be responsible for contacting the facility accepting the waste and obtaining those contracts? 3/26/2025 4:18:49 PM SECO does not currently have contracts with outside services for waste disposal. The contractor would be responsible for acquiring the contract with the waste disposal facility. 3/27/2025 10:16:24 AM
How many contracts have been awarded in the past and who is/are the current contract holder(s)? Please provide copies of the current contract holder(s) winning submittals and score sheets & comments for all winning submittals. 4/1/2025 2:06:59 PM SECO does not provide this information. 4/1/2025 3:12:20 PM
To confirm you are only wanting 1 original copy of the submittal bound. 4/1/2025 2:07:34 PM Per the bid instructions on VendorLink, all bids should be uploaded to VendorLink. Only one (1) copy needs to be uploaded. We do not require a bound copy. 4/1/2025 3:16:53 PM
RFP states to number and order in the same manner as the section numbers provided, does that include subsections? Example. 1.1, 1.2, 1.3 or do we just provide the information listed? 4/1/2025 2:07:57 PM Yes, this includes subsections. 4/1/2025 3:18:29 PM
Section 2.4: please confirm that this section is only due at time of award and that we should skip to Section 2.5. 4/1/2025 2:08:49 PM This is only required if you are awarded the bid. 4/1/2025 3:21:05 PM
Are the cover pages, TOC, tabs, and resumes included in the 50-page limit? 4/1/2025 2:09:26 PM Only exclusions are resumes and charts. 4/1/2025 3:23:39 PM
Section 2.3 Experience, please clarify what you are requesting in sections 2.3.1, 2.3.2, and 2.3.3 and the difference between this section and 4. References. 4/1/2025 2:12:00 PM Section 2.3 is asking for your experience. Section 4 is asking for your references. 4/1/2025 3:26:33 PM
Section 4.2, in addition to the references requested in Section 4.1, please verify that the proposer needs to provide a list of clients for whom they have completed similar work for in the past 5 years. 4/1/2025 2:13:46 PM Yes, that is correct. 4/1/2025 3:27:03 PM
Is pricing and attachments included in the 50-page limit? 4/1/2025 2:14:36 PM Yes. The only exclusions are resumes and charts. 4/1/2025 3:27:45 PM
The project experience to include in section 2.3, are the projects to have been completed with the past 3 years or 5 years? 4/4/2025 12:23:53 PM SECO will require the proposer to have a minimum three years’ experience in services similar to those sought in this RFP. We will accept references for similar services actively provided for three years preceding the proposers response to the RFP. 4/4/2025 3:54:55 PM
Since this is not project specific, can you please elaborate on what you are wanting us to include for the implementation schedule and timeline that illustrates, by month, when the proposer will implement various phases of its proposal as to coincide with any time schedule included in the SOW? 4/7/2025 3:25:49 PM SECO will require the proposer to complete the FDEP Notice of Discharge within 48 hours of notification of MODEF spills and Source Removal report completed within 30 days. All other required forms must be submitted by the proposer within the 30-day timeframe. The proposer will be required to provide available dates to remediate the spill no earlier than three days and no later than two weeks on MODEF Spills. Three days will allow time for coordinating the outage with operations as well as provide members with sufficient notification of the outage. Locates shall be initiated during this timeframe. PCB spills will require the proposer to provide a PRSR within two hours and a crew onsite within four hours. All required notifications are to be completed per US EPA regulations 4/8/2025 11:13:31 AM
