Environmental Impact Statement (EIS)

REQUEST FOR PROPOSAL

This Request for Proposals (RFP) is for the City of Oak Harbor (City) to solicit proposals from qualified respondents to prepare a Draft and Final Environmental Impact Statement (EIS) based on a scoping process that will be conducted by the consultant in accordance with applicable RCWs and WACs for non-project EIS work. The consultant will also assist in the development and analysis of SEPA alternatives, including a no-action alternative, and will be responsible for hosting and facilitating required public engagement meetings. The City specifically seeks consultants with experience in non-project EIS work for Comprehensive Plans prepared under the state's Growth Management Act.
